Richardson, Planning Manager SUBJECT: Consider a request for a specific use permit to allow a washateria in a GC-MD-2 (General Commercial-Multiple Family Dwelling) District FILE: 2124-P STAFF REPORT The Planning Manager recommends approval subject to the following conditions: 1. A five foot wide sidewalk will be required along Colorado Avenue. 2. A six foot wide landscape strip is required along the Colorado Avenue frontage. 3. Address the A outlaw @ sanitary sewer service line to the satisfaction of the Water Utilities Deptartment. Bhupesh Patel, the property owner, has applied for a specific use permit to allow a washateria in a GC-MD-2 (General Commercial-Multiple Family Dwelling-2) District. The property is located at 1067 Colorado. In September, 2009, City Council approved a specific use permit to allow a washateria. However, it was never built. The Zoning Ordinance states that the specific use permit is null and void if not substantially underway within a two year time period. The current request is for a 3,600sq. ft. building with eleven parking spaces. The hours of operation will be from 7 a.m. to 12 a.m. The washateria will have twenty washing machines and twelve dryers. One full time person will be employed along with three to five part time persons. Mr. Patel states that the washateria will serve the university community. Exhibits are attached. The design, location and arrangement of all driveways and parking spaces provides for the safe and convenient movement of vehicular and pedestrian traffic without adversely affecting the general public or adjacent developments; X 5. That adequate nuisance prevention measures have been or will be taken to prevent or control offensive odor, fumes, dust, noise and vibration; X 6. That directional lighting will be provided so as not to disturb or adversely affect neighboring properties; X 7. That there are sufficient landscaping and screening to insure harmony and compatibility with adjacent property; and X X 8. That the proposed use is in accordance with the Comprehensive Plan. X ANALYSIS continued This application is in conformance with six of the eight conditions necessary for approval. Comments on Conditions 3 and 7 follow: 3. A five foot wide sidewalk will be required along Colorado. Water Utilities states that the sanitary sewer service line for 1074 E. Virginia crosses Lots 21 and 22, Block 1, Lamar Addition and ties into the City=s sanitary sewer main on Colorado, causing it to be an A outlaw @ sewer line. Water Utilities is requiring that the developer address how the existing service line will be adjusted to correct this situation before development can proceed. 7. A six foot wide landscape strip is required along the Colorado Ave. frontage. The site plan only shows a partial landscape strip.
