Richardson, Planning Manager SUBJECT: Consider a request for a specific use permit to allow a restaurant and bar in a PUD (Planned Unit Development) District FILE: 2115-P STAFF REPORT The Planning Manager recommends approval. Tony Nguyen, representing Koi Sushi, LLC, has applied for a specific use permit to allow a sushi restaurant and bar in a PUD District. The property is located at 3350 Dowlen Road., Suite C. In 1999, City Council approved a request to change the zoning of the subject property from RS to RM-H with a specific use permit for professional offices. In 2001, City Council approved a request to change the zoning of the Tuscany Park development to PUD to allow for some flexibility in land uses. Since the PUD zoning was granted, specific use permits for a variety of commercial uses have been granted. The Koi Sushi Restaurant would be a welcome addition to Tuscany Park. The restaurant and bar will be open Monday through Wednesday, 11 a.m. - 2:30 p.m. and 4:30 p.m. - 10:00 p.m. Thurdsday through Saturday, the restaurant will be open until 2:00 a.m. Tuscany Park is a mix of offices, retail stores and restaurants and Koi Sushi Restaurant would enhance the development=s role as a major commercial destination. The design, location and arrangement of all driveways and parking spaces provides for the safe and convenient movement of vehicular and pedestrian traffic without adversely affecting the general public or adjacent developments; X 5. That adequate nuisance prevention measures have been or will be taken to prevent or control offensive odor, fumes, dust, noise and vibration; X 6. That directional lighting will be provided so as not to disturb or adversely affect neighboring properties; X 7. That there are sufficient landscaping and screening to insure harmony and compatibility with adjacent property; and X 8. That the proposed use is in accordance with the Comprehensive Plan.
