Planning staff recommends approval.
Kenneth S. Cook, on behalf of Priority Wire and Cable, Inc., is requesting a zone change
from GC-MD (General Commercial-Multiple Family Dwelling) District to LI (Light
Industrial) District. He is also requesting a specific use permit to allow for a pastille

forming and packaging facility. The proposed business will be located at 3140 S. 11
Street.
This property has been used for industrial type uses for many years. The proposed zone
change would allow for the continuation of these kinds of uses in the future. This site is
uniquely desirable for the proposed use due to access to rail and highway transportation.
There is a small connection to LI zoning to the south, and the rest of the zoning is RM-H
(Residential Multiple Family Dwelling-Highest Density) District and GC-MD (General
Commercial-Multiple Family Dwelling) District.
The proposed use is an industrial processing and packaging facility that would bring in
rail cars full of resin and process them into pastilles (smaller pieces) to be used in
adhesive or other applications. The operation will begin with 2-4 employees, and by
2015, it is anticipated to grow to 20-50 employees. The current parking configuration is
acceptable; however, when the business expands, the owner will be required to expand
parking accordingly.

4. Current parking layout provides 20 parking spaces. Per the City’s Traffic
Division, the current parking is permissible due to the small number of anticipated
employees. However, the future anticipated expansion of the business will require
the addition of parking spaces, up to the required 32 parking spaces.
