the demolition of a commercial building.

STAFF REPORT
The Planning Manager recommends approval of this request.
The City of Beaumont is requesting a certificate of appropriateness to
allow the demolition of the commercial building at 681 Park. The
building was inspected and found to be in violation of the City of
Beaumont Code of Ordinances pertaining to dangerous structures.
The structure was tagged as substandard on July 19, 2005. The
owner is Charlton P. Hornsby.
A title search was done on this property and as stated by Tyrone
Cooper, City Attorney, on May 14, 2007, the title search revealed
that the City=s liens were junior in status and were cut off as a result
of the foreclosure. Therefore, the liens are not in effect and the City
has no claims to the property.
Pam Loiacano states that the structure has 50% or more damage of
non-supporting members and 33% or more damage of the supporting
members. She has determined that the structure is substandard and
not suitable for rehabilitation.
681 Park Street was granted a local historic designation in April,
1996. In that same year, a historic preservation loan was also
approved for renovation of the building. Gulf Sierra, the owner at
that time, defaulted on the loan and has since sold the building.
The property is listed in the 1989 SPARE Beaumont survey. SPARE
stated that the condition of the building was poor with deterioration
evident on the storefronts and facade. The building is example of the
type of commercial structure built on the edge of the central business
district after the second Spindletop boom.
