Richardson, Planning Manager SUBJECT: Request for approval of a certificate of appropriateness to allow a paved parking area in the required front yard. FILE: CA-1251 STAFF REPORT The Planning Manager recommends denial of this request. Rette Browning is requesting a certificate of appropriateness to allow a paved parking area in the required front yard of the house located at 2537 Laurel. The parking area was installed without a certificate of appropriateness. The material Mr. Browning has used is crushed granite. Mr. Browning states that the duplex is in need of additional parking and there is not sufficient room at the rear of the property. The driveway leads to a garage in the backyard. There also appears to be adequate space in the rear yard for additional parking. Section 20-21.2 of the Zoning Ordinance states that within front or side yards, off-street surface parking is not permitted on grassed areas. Vehicles may be parked only on paved surfaces. The only permitted off-street parking surface materials are brushed or aggregate concrete, hot mix asphalt or masonry pavers. Grass, caleche, dirt, gravel, shell, slag and clay surfaces are not permitted. No grassed areas may be paved or otherwise destroyed without a certificate of appropriateness.
