SUBJECT: Request for approval of a certificate of appropriateness to allow
a paved parking area in the required front yard

The Planning Manager recommends denial of this request.
Rodney Young is requesting a certificate of appropriateness to allow a
paved parking area in the required front yard of the house located at
2230 Angelina.
Sec. 20-21.2 of the Zoning Ordinance states that within front or side
yards, off-street surface parking is not permitted on grassed areas.
Vehicles may be parked only on paved surfaces. No grassed areas
may be paved or otherwise destroyed without a certificate of
appropriateness. Mr. Young has been notified several times that
parking on grassed areas in the front yard is in violation of Sec.
20-21.2 of the Zoning Ordinance. In 1999, charges were filed for
illegal parking. Mr. Young was found guilty by the court and fined
$71.25.
During a A sweep @ of the area in June, 2006, staff and a police officer
stopped by the subject property to notify the property owner of illegal
parking. After that, Deborah Young came in to talk to the Planning
Manager of staff=s visit. Ms. Young explained that she had a paved
area where she parks by the front door. In addition, she showed the
Planning Manager pictures of where she has placed landscaping
timbers to delineate the parking area. The Planning Manager
explained to her that a certificate of appropriateness is required by for
the paving of a portion of the front yard.
The property has an existing paved driveway.
