SUBJECT: Request for approval of a certificate of appropriateness to allow
the construction of an exterior stairway on the side of a house

STAFF REPORT
The Planning Manager recommends denial of the exterior stairway.
Randy and Kathy Gallier are making storm-related repairs to their
second story deck and constructing an exterior stairway to the deck
on their house at 2510 Evalon. The stairway is constructed of
treated lumber. The stairway will be painted white. The work was
already underway when a stop-work order was issued due to lack of a
building permit and certificate of appropriateness. The Gallier=s state
that the stairway is to assist with access to the balcony and provide
additional access for fire safety.
Section 30-21.2 of the Zoning Ordinance does not specifically address
exterior stairways. However, it states that all additions to a building
must be compatible with the dominant horizontal or vertical
characteristics, scale, shape, roof, form, materials, detailing and color
of the main building.
The house is listed in the 1991 SPARE Beaumont survey. The house
was built c. 1942 is of the Colonial Revival style.
