Richardson, Planning Manager SUBJECT: Request for approval of a Certificate of Appropriateness to allow the construction of a wrought iron fence with concrete cinder block columns at 2190 Angelina. FILE: CA-1337 STAFF REPORT The Planning Manager recommends denial of this request. Laurencio Cantu is requesting a Certificate of Appropriateness to allow a wrought iron fence with concrete cinder block columns. The property is located at 2190 Angelina. Section 30-21.2 states that, A Concrete block fences are not permitted and . . . all exposed brick in a fence column or base must be fired brick as defined by the American Standard Testing Materials Designation C-126-75A, Type Grade FBS-SW.@ While concrete block is not in conformance with the ordinance, the ordinance does state that a fence not in compliance may be approved if the applicant establishes the fence is historically sensitive or unless the absence of said fence poses a significant hazard to life or property. The property is listed in the 1990 SPARE Beaumont survey. The house was built c. 1925 and is of the Tudor Revival style. Exhibits are attached.
