SUBJECT: Request for a certificate of appropriateness to allow the painting
of a house

STAFF REPORT
The Planning Manager recommends denial.
Carlos Rostro, the property owner, has applied for a certificate of
rd
appropriateness to allow the painting of his house at 985-87 3 St.
In September, 2008, this property received a certificate of
appropriateness to allow its demolition by the City. Mr. Rostro
bought the property from the owner who owned it when it was
tagged in 2007. At the City Council meeting of September 29,
2009, Mr. Rostro asked City Council to allow him to enter into a
work program so that he could repair the structure. Mr. Rostro
intends to turn the duplex back into a single family structure.
He would like to paint the house green with white trim to match the
house immediately to the south of the subject property. That
property appears to have been painted without a certificate of
appropriateness. Mr. Rostro states that he painted the house over
four years ago. In pictures dated May, 2008, the house appears to
be of a different shade of green.
The property is not listed in the SPARE Beaumont survey.
Exhibit is attached.
