SUBJECT: Request for a certificate of appropriateness to allow parking on a
shell area located in the front yard of a house

STAFF REPORT
The Planning Manager recommends denial.
Stephanie Norman, representing the homeowner, has applied for a
certificate of appropriateness to allow an approximately 18' x 50' shell
area parking located in the front yard of the house at 1923
Broadway.
The property owner states that shell exists under the grass and has
historically been used for parking. Grass has now grown over the
shell and is barely visible, if at all.
The Zoning Ordinance states that all shell parking lots which are not
erected under the terms of Sec. 30-21.2 at the time of the adoption
of the ordinance must be removed or otherwise made to conform with
the terms of the ordinance.
As per the ordinance, the parking area would have to be paved with
asphalt, concrete or pavers.
The Planning Manager recommends denial of any parking in the front
yard other than in the existing driveway.
The house is included in the 1989 SPARE Beaumont survey. SPARE
states that the house was built c. 1929 and is of the Colonial Revival
style. The house is representative of upper middle class homes built in
Beaumont after the second Spindletop boom.
