appropriateness to allow the replacement of windows

The Planning Manager recommends denial.
On May 20, 2008, the Planning Manager approved the replacement
of all the windows in the house with white vinyl windows of a similar
appearance to the existing windows. The existing windows in the
house were multiple panes. The windows were replaced with single
pane over single pane. According to Ms. Hellberg, there was a
misunderstanding as to the type of windows approved. Upon
noticing that the windows were replaced, the Planning Manager
informed the Hellbergs that the replacement windows were not what
was approved and that he was taking the issue before the Historic
Landmark Commission for its decision. The property is located at
2422 Pecos.
On August 11, 2008, Eric and Roxanne Hellberg went before the
Historic Landmark Commission to request that the Historic Landmark
Commission approve a certificate of appropriateness to allow the
replacement of windows. At the August, 2008 meeting, action on
the item was tabled to allow the property owner to ask her contractor
if mullions could be installed on the windows.
On October 13, 2008, the Hellbergs brought back to the Historic
Landmark Commission an estimate of $9,165.53 to replace the
windows. This price included all windows. At that meeting, the
Landmark Commission approved CA-1465 subject to mullions being
installed in the nine (9) replacement windows on the front of the
house.
On October 2, 2009, the Planning Manager wrote the Hellbergs to
inform them that since they had not installed the mullions, they had
three options:
1. Install the mullions as required by the Historic
Landmark Commission
2. Request that the Historic Landmark Commission
reconsider its decision.
3. Appeal the decision of the Historic Landmark
Commission to City Council.
They were informed that failure to do one of the three would
result in legal action taken by the City.
On October 6, 2009, Ms. Hellberg responded with a quote for
the replacement of the front windows. Total cost for the front
windows would be $3,800. The bid includes the cost of replacing
each insulated glass window unit. The contractor states in
his bid that there is no way to attach external grids and keep
the windows safe and operable.
With this additional information, the Historic Landmark
Commission is asked to reconsider its original decision and
approve or deny the request.
