Richardson, Planning Manager SUBJECT: Request for a certificate of appropriateness to allow a driveway 38' in width FILE: CA-1855 STAFF REPORT The Planning Manager recommends approval subject to the following condition: 1. The driveway shall be extend the entire 38 foot length with no islan ds. Stone Haynes has applied for a certificate of appropriateness to allow the construction of a 38 foot wide driveway at 2070-80 Hazel. The driveway will provide access to both the parking lot for his apartment complex and the apartment dumpster. The dumpster is currently on the right-of-way. Mr. Haynes was notified that the dumpster must be moved and meet the proper setback/screening requirements. Mr. Haynes states that he would like to locate the dumpster at its proposed location because the parking lot was not built to support a dump truck. The Historic District regulations state that driveways for multifamily dwellings shall not exceed 24 feet in width. This proposed driveway has been approved by Engineering subject to no islands being constructed separating the driveway for the apartments and the driveway for the dumpster. Mr. Haynes proposes a small island for a tree. While the Planning Manager would not normally recommend approval of a driveway that is 38 feet in width, allowing this one to be this width will allow the proper placement and screening of the dumpster. The dumpster must be screened from view from the street by fencing and landscaping. Exhibits are attached.
