of a structure

NOTE: This item has been tabled several times to allow Mr. Bergeron
the opportunity to develop a renovation plan and find
a contractor to do the work and to allow Francis Betar
the opportunity to purchase the house.

The Planning Manager recommends approval.
Pam Loiacano, City of Beaumont Demolition Coordinator, has applied for a
certificate of appropriateness to allow the demolition of a substandard
structure. The property is located at 1435 Broadway.
The structure was tagged as substandard on September 20, 1991. In January,
1992, the City of Beaumont issued a demolition order. Mark Bergeron, the
property owner, initially entered into a work repair program in December,
1992. He has been enrolled in a number of work repair programs over the
years to renovate this structure. In June, 2005, City Council granted Mr.
Bergeron an HC-L which allowed him up to two years to obtain a Certificate
of Occupancy. Since 2005, little, if any, work has been done on the
structure.
This item came before the Historic Landmark Commission on March 8. At that
meeting, the Historic Landmark Commission told Mr. Bergeron that he must
come back to them on April 12 and provide them with the name of a hired
contractor and a work plan showing time lines and what work is to be done
within those time lines.
In the meantime, Francis Betar, property manager of The Mildred Building,
asked that the Historic Landmark Commission postpone any action so that
she could negotiate with Mr. Bergeron to purchase the house so that she
could renovate it. The Planning Manager spoke with Mr. Bergeron and Ms.
Betar the week of December 6. Negotiations to purchase the house have
failed.
