SUBJECT: Request for a certificate of appropriateness to allow the
construction of an exterior staircase, the enclosure of a portion
of the rear porch and the placement of a portable building

STAFF REPORT
The Planning Manager recommends approval of the staircase and the
enclosure of a portion of the rear porch. The Planning Manager
recommends denial of the placement of the portable building.
Judith Rich has applied for a certificate of appropriateness to allow
the construction of an exterior staircase, the enclosure o f a portion of
the rear porch and the placement of a portable building. The
property is located at 2390 Broadway.
Ms. Rich would like to construct an exterior wooden stairway on the
northeast corner of the building. The stairway will be painted white.
In addition, she would like to enclose a portion of the rear porch.
She would use the same type of siding that now exists on the house to
fill in between the columns. A white frame aluminum window would
be installed on the north side of the enclosure and a door would be
added to the east side. The enclosure would be painted to match the
existing house.
Ms. Rich has moved a portable building into the back yard of her
property. Sec. 30-21.2 of the Zoning Ordinance states that
accessory buildings are only permitted in the rear and interior side
yards and must be compatible with the scale, shape, roof form,
materials, detailing and color of the main building. Accessory
buildings must have pitched roofs. Prefabricated metal accessory
buildings are permitted if they are completely screened from view
from any abutting street.
Ms. Rich states that she will paint the building to match the color of
the house. However, the building can be seen from both Broadway
and 8th.

SUBJECT: Reconsideration of a request for a certificate of appropriateness
to allow a storage building

STAFF REPORT
The Planning Manager recommends that a nine (9) foot tall wood
th
screening fence be installed along the side property line from the 8
Street driveway to the north end of the porch enclosure and that a
asphalt shingle roof be installed on the metal storage building. If Ms.
Rich does not agree with these conditions, then the metal storage
building shall be removed.
On March 8, 2010, the Historic Landmark Commission denied the
placement of the portable metal building in the back yard of her
property at 2390 Broadway. After the meeting, Ms. Rich asked for
a reconsideration of the portable building.
The building is 9' tall at the eave and is 10'8" tall at the peak of the
roof.
