placement of a four (4) foot tall wall of limestone bricks
around the base of a house

STAFF REPORT
The Planning Manager recommends denial.
Flor Escamilla has applied for a certificate of appropriateness to allow
the placement of a four (4) foot wall of limestone bricks around the
base of the house at 2280 Laurel.
The house has a stucco finish. Approximately four (4) feet of stucco,
at the bottom of the walls, had to be torn away in order to repair
the foundation.
Sec. 30-21.2 of the Zoning Ordinance states that A all facade
treatments must be done in a manner so as not to change the
character of the building or irreversibly damage or obscure the
architectural features and trim of the building. Existing facades must
be preserved to appear in a manner for which they were originally
intended.
The structure has received certificates of appropriateness to allow a
new roof and painting.
The structure is listed in the 1990 SPARE Beaumont Survey. SPARE
states that the structure was built c. 1925 and is of the Craftsman
style. The house is an example of middle class housing built in
Beaumont in the 1920's.
