Richardson, Planning Manager SUBJECT: Request for a certificate of appropriateness to allow the demolition of a house and the construction of a new house. FILE: CA-2060 STAFF REPORT The Southeast Texas Regional Planning Commission (SETRPC) has applied for a certificate of appropriateness to allow the demolition of an existing house and the construction of a new house. The property is located at 2020 Broadway. This demolition and new construction is being done under the auspices of SETRPC=s Hurricane Ike Disaster Recovery Program. The week of th September 26 this house burned and extensive damage exists because of the fire. The house will be of the Craftsman style. The 1,318 sq. ft. house will consist of three bedrooms, two baths, kitchen, living/dining room and a laundry room. The construction methods employed would dictate the houses to be constructed as a 24' slab on grade foundation, wood framing, with horizontal lap hardie siding and 30 year Elk architectural roofing shingles in a weathered wood gray color. The windows on the house will be white frame vinyl windows with one over one appearance. The roof will have 7/12 pitch and with a front gable. The house will have a covered front porch with a gable. The porch gable will be covered in siding to match the house. Parking will be at the rear of the house with a handicap ramp along the west side. FEMA=s engineering consultant estimates that it would cost $372,493.00 to totally rehabilitate the house which would put complete renovation beyond the capabilities of this program. The house is listed in the 1989 SPARE Beaumont survey. SPARE states that the house was built c. 1920 and is of the Prairie style. The house is representative of upper middle class housing built in th Beaumont during the first decades of the 20 Century. Exhibits are attached.
