Richardson, Planning Manager SUBJECT: Request for a certificate of appropriateness to allow the demolition of a house and the construction of a new house. FILE: CA-2042 STAFF REPORT The Southeast Texas Regional Planning Commission (SETRPC) has applied for a certificate of appropriateness to allow the demolition of an existing house and the construction of a new house. The property is located at 2550 Houston. This demolition and new construction is being done under the auspices of SETRPC=s Hurricane Ike Disaster Recovery Program. The house will be of the Craftsman style. The 1,450 sq. ft. house will consist of three bedrooms, two baths, kitchen, living/dining room and a laundry room. The construction methods employed would dictate the houses to be constructed as a 24' slab on grade foundation, wood framing, with horizontal lap hardie siding and 30 year Elk architectural roofing shingles in a weathered wood gray color. The windows on the house will be white frame vinyl windows with one over one appearance. The roof will have 7/12 pitch and with a front gable. The house will have a covered front porch with a gable. The porch gable will be covered in siding to match the house. Parking will be at the rear of the house with a handicap ramp located at the northwest corner of the house. The colors picked out by the property owner include Sherwin Williams A Casa Blanca @ (SW 2060) for the body of the house and Sherwin Williams A Roycroft Brass @ (SW 2843) for the trim and accent. FEMA=s engineering consultant estimates that it would cost $290,795.32 to totally rehabilitate the house which would put complete renovation beyond the capabilities of this program. The house is not listed in the SPARE Beaumont survey. Exhibits are attached.
