SUBJECT: Request for a certificate of appropriateness to allow the
demolition of a house and the construction of a new house.

STAFF REPORT
The Southeast Texas Regional Planning Commission (SETRPC) has
applied for a certificate of appropriateness to allow the demolition of
an existing house and the construction of a new house. The property
is located at 1044 Magnolia.
This demolition and new construction is being done under the auspices
of SETRPC=s Hurricane Ike Disaster Recovery Program.
The house will be of the Craftsman style. The 1,285 sq. ft. house will
consist of two bedrooms, two baths, kitchen, living/dining room and a
laundry room. The construction methods employed would dictate
the houses to be constructed as a 24' slab on grade foundation, wood
framing, with horizontal lap hardie siding and 30 year Elk
architectural roofing shingles in a weathered wood gray color. The
windows on the house will be white frame vinyl windows with one
over one appearance. The roof will have 7/12 pitch and with a front
gable. The house will have a covered front porch with a gable. The
porch gable will be covered in siding to match the house. Parking will
be at the rear of the house with a handicap ramp extending along the
south side of the house. The home owner has picked Sherwin
Williams A Classical Gold @ (SW 2831) for the body of the house and
Sherwin Williams A Roycroft Bottle Green @ (SW 2847) for the trim.
FEMA=s engineering consultant estimates that it would cost
$223,804.30 to totally rehabilitate the house. To compare
estimates, the City had its consultant inspect the house. The City=s
consultant estimated that it would cost $198,577.61 to rehabilitate
the structure. Both estimates would put complete renovation beyond
the capabilities of this program.
The existing house is listed in the 1990 SPARE Beaumont survey.
SPARE states that the house was built c. 1909 and is of the
Vernacular Victorian style. The house is an example of middle class

housing built in Beaumont after the turn of the 20 Century.
