SUBJECT: Request for a certificate of appropriateness to allow the
demolition of a house and to allow the construction of a new
house

STAFF REPORT
The Planning Manager recommends approval subject to the following
conditions:
1. A pier and beam foundation will be required.
J.W. Turner, representing James W. Turner Construction, LTD,
has applied for a certificate of appropriateness to allow the
demolition of the existing house at 2310 Rusk and the
construction of a new house at said address. The existing house
is being demolished due to hurricane damage.
Mr. Turner states that the two bedroom, two bath house has 1,333
sq. ft. of living area. The construction methods employed
currently would dictate the home to be constructed as a slab
on grade foundation, wood framing, with horizontal lap hardie
siding and 30 year Elk architectural roofing shingles in a
weathered wood gray color.
The design of the house is of a craftsman style. On the front
of the house, the windows will be white frame vinyl style with
six over one appearance. The rest of the windows will be one
over one. The front door has an upper glass light and there
is a squared glass transom above the door.
The house will have a covered front porch with tapered square
columns. The roof will have a 7/12 pitch with front gables.
The porch gable will be sided in a hardie material in the pattern
of scallop cedar siding with a rounded bottom edge. The
homeowner has selected a light tan siding with a chocolate
colored trim for the exterior of the home.
The foundations of the houses in this block are a combination
of pier and beam, slab and chain wall with the majority being
pier and beam. The Planning Manager informed Mr. Turner that
the Historic Landmark Commission may require a pier and beam
foundation.
