Richardson, Planning Manager SUBJECT: Request for a certificate of appropriateness to allow a chain link fence FILE: CA-2001 STAFF REPORT The Planning Manager recommends approval of the chain link fence along the east side of the house and a wood fence along the west side of the house. The property is located at 2295 Angelina. Ronald Kelley, the property owner, is requesting a certificate of appropriateness to allow the construction of a 6' tall black vinyl coated chain link fence on the east and west sides of the house. In addition, a 4' tall picket fence will be installed within the front yard of the property. (See Diagram) Mr. Kelly states that both types of fencing are being installed for security purposes. He recently had a $2,200 trailer stolen and his truck was vandalized. Mr. Kelley has also had trespassers sitting on his front porch early in the morning. The Historic District Regulations state that a fence constructed in a front or corner side yard must be constructed of wrought iron, wood or brick. While the ordinance states that chain link, barbed and razor wire fences are permitted in only back yards and must not be seen from the street, the Planning Manager thinks that a black vinyl chain link fence along the east side of the property will be less obtrusive than a 6' tall wood screening fence.
