Richardson, Planning Manager SUBJECT: Request for a certificate of appropriateness to allow the demolition of a house and the construction of a new house FILE: CA-2203 STAFF REPORT The Planning Manager recommends approval subject to the following conditions: 1. The finished floor elevation shall be 24". 2. Parking shall be at the rear of the property with a handicap ramp along the west side of the house. The South East Texas Regional Planning Commission has requested a certificate of appropriateness to allow the demolition of an existing house and the construction of a new house. The property is located at 2120 Angelina. The demolition and new construction is being done under the Ike Disaster Recovery Program. The new house will be of the Craftsman style. The approximately 1,260 sq. ft. house will consist of two bedrooms, two baths, kitchen, living/dining room and a laundry room. The construction methods employed would dictate that the house be constructed on a 12" slab on grade foundation, wood framing, horizontal lap cement fiber siding and 30 year Elk architectural roofing shingles in a weathered wood gray color. Windows will have white vinyl frames. On the front of the house, windows will be of a six over one appearance. On the sides and rear of the house, windows will be of a one over one appearance. The roof will have a 7/12 pitch and a front gable. The gabled front covered porch will have tapered columns. Parking will be along the side of the house. The property owner has picked the following Sherwin Williams paint colors: Body - Aurora Brown (SW 2837); Trim - Roycroft Suede (SW 2842); Accent - Roycroft Bronze Green (SW 2846). Most of the previous houses constructed under the Ike Disaster Recovery Program have been constructed with 24" finished floor elevations. This floor elevation has been used as a historic element to make the new construction blend in more with the existing structures in the Historic STAFF REPORT cont. District. However, with a 24' finished floor elevation, a handicap ramp has been necessary. FEMA=s engineering consultant estimates that it would cost $150,469.96 to totally rehabilitate the house which would put complete renovation beyond the capabilities of this program. The existing house is listed in the 1990 SPARE Beaumont survey. SPARE states that the house was built c. 1925 and is of the Vernacular Craftsman style. The house is an example of middle class housing built in Beaumont in the 1920's. Exhibits are attached.
