SUBJECT: Request for a certificate of appropriateness to allow the
construction of a front porch

STAFF REPORT
The Planning Manager recommends approval subject to the following
conditions:
1. The brick below the wood deck and running along the front
of the porch will be repaired and/or replaced
2. The deck and steps will be painted to match the body of
the house.
In February, 2010 and February, 2012, the property owner, Sina
Nejad, got two certificates of appropriateness to allow a
re-roof and the painting of the house at 2373 Hazel. Recently,
staff noticed that the existing brick porch had been covered
by a wood porch, the front brick steps had been demolished and
replaced with wood steps and the existing wood steps on the
west end of the porch had been replaced.. This work was done
without a certificate of appropriateness. The property owner
states that his contractor told him that the brick porch was
in bad shape and needed to be replaced. The wooden porch was
built over the old brick porch.
The Historic District regulations state that a front porch must
have a shape, roof form, materials and colors that are typical
of the style and period of the building and must reflect the
dominant horizontal or vertical characteristics of the main
building and the contributing structures of a similar style
in the historic district.
The look of the wood deck porch gives the house a different
look than the original brick porch did. However, the Planning
Manager feels that if the front brick facade underneath the
porch was repaired and the porch and steps were painted to match
the body of the house, the wood deck porch would be acceptable.
The property owner has otherwise done an excellent job restoring
the house.
