SUBJECT: A request to demolish a house and construct a new house.

STAFF REPORT
Whereas, under Section 106 of the National Historic Preservation Act, this demolition would be
considered an adverse affect to historic structures, staff is recommending denial of this request.
However, if the Commission should choose to grant a certificate of appropriateness, staff
recommends the following conditions:
1. Pier and beam construction with a finished floor elevation 3'5" above grade.
2. Parking shall be at the rear of the property with a handicap ramp along the west side
of the house.
3. Roof overhang minimum shall be 12”.
4. Columns shall be constructed to resemble the Craftsman style.
5. 6 over 1 windows.
URS Corporation for the South East Texas Regional Planning Commission has requested a certificate
of appropriateness to allow the demolition of an existing house and the construction of a new house.
The property is located at 2104 Pecos. The demolition and new construction is being done under the
Ike Disaster Recovery Program. A certificate of appropriateness was awarded to rehabilitate this
structure in July of 2014. Since then, it has been determined that the structure is a duplex and repairs
can only be made to one unit. If exterior repairs are made, the foundation work would likely result in
or exacerbate existing interior damage to the second unit and cannot be corrected.
The new house will be of the Craftsman style. The approximately 1,510 sq. ft. house will consist of
four bedrooms, two baths, kitchen, living/dining room and a laundry room. The construction
methods employed would dictate that the house be constructed on a 12" slab on grade foundation,
wood framing, horizontal lap cement fiber siding and 30 year architectural roofing shingles.
Windows will have white vinyl frames, and will be of a six over one appearance. The roof will have
a 6/12 pitch and a front gable. The gabled front covered porch will have tapered columns. Paint and
roof colors will be selected by the homeowner from the pre-approved pallet available in the Planning
office.
The house is listed in the 1990 SPARE Beaumont Survey. SPARE states that the house was built c.
1930. The house is listed as an example multiple housing built in Beaumont in the 1920's and
1930’s, and is of a Craftsman style.
