FILE: CA-2795 STAFF REPORT Planning staff recommends approval of the request, subject to the following conditions: 1. Storm shutters must located on all windows and must be architecturally appropriate. 2. Front and rear setbacks must be a minimum of 25 feet. 3. All windows must be six (6) light over one (1) light. 4. A building permit must be obtained and approved. All zoning and building code requirements must be met. 5. Appearance must match elevations approved on October 13, 2016 with exceptions to conditions 1 & 3. Tom Cockerill was approved for a certificate of appropriateness to allow the construction of a new apartment building in October of last year. The property is located at 2260 Harrison Avenue. Mr. Cockerill's Certificate of Appropriateness expired during the permitting process and must be reconsidered for approval. In September, the Historic Landmark Commission tabled this project to allow Mr. Cockerill time to redesingn the look of the project to better fit into the neighborhood. Brick was added to the first floor exterior for the elevation facing the street. A porch with columns and shutters was also added. Additional windows for the rear and left elevations were added in the October meeting. The new structure will consist of six (6) unit. Four (4) units will have two (2) bedrooms, and two (2) units will have one (1) bedroom. The construction methods employed would dictate that the house be constructed on a slab foundation, wood framing, horizontal lap cement fiber siding and 30 year architectural roofing shingles. Windows will have white vinyl frames, and will be of a four over four appearance. The roof will have a 6/12 pitch and a front gable. Mr. Cockerill has chosen a black 30 yr, architectural shingle for the roof. The paint is to be SW2827 Colonial Revival with SW2829 Classic White trim and SW2802 Rookwood Red & SW6258 Tricon Black accents. This color scheme was chosen from the approved pallet.
