SUBJECT: Consider a request for variances to the minimum building
setback from 15' to 5' and to the minimum sign area from 50
sq. ft. to 118 sq. ft.

STAFF REPORT
St. Stephen=s Episcopal Church and All Saints Episcopal School have
applied for variances to the minimum building setback for an owner
identification sign from 15' to 5' and to the maximum sign area from
50 sq. ft. to 118 sq. ft. The property is located at 4090 Delaware.
Due to an auto accident, the signage for the church/school was
destroyed. The location of this destroyed sign was effectively
centered in the church property along Delaware and east of both the
entrance to the church and the school. When the church began plans
to replace its signage with an improved and enhanced sign, both the
church and the school recognized that providing signage at a location
more near the entrance to both the church and the school would be
beneficial. This requires the placement of the new sign a short
distance to the west in an area directly between the driveway
entrance and exit to both the church and the school. Moving the sign
to this proposed location more clearly denotes the entrance roads and
thereby improves the flow of traffic to the church and school. No
matter what the location, the sign should not hinder sight distances.
In order to accommodate the proper identification of both the church
and the school on the property, a sign larger than that which is
allowed in residential zones is needed.
The applicant shall have the burden of proof to demonstrate that all
three conditions necessary for approval have been met.
