STAFF REPORT
Jennifer Greer, representing CBL & Associates Management Inc., has
applied for a special exception to the parking ratio requirement from
5.50 spaces per 1,000 sq. ft. of net floor area to 4.0 spaces per
1,000 sq. ft. of net floor area or 344 parking spaces to 283 parking
spaces. The property is located at 4448 Dowlen Road.
CBL & Associates Management, Inc. (CBL) proposes to construct a new
AT&T Experience store on the subject property. The property is
currently occupied by a a 62,200 sq. ft. commercial building.
Approximately half of the building is occupied by a Marshall=s store
and the other half is vacant. The new AT&T store will be 5,500 sq.
ft. in area and will occupy existing parking lot in the northeast corner
of the property.
The Zoning Ordinance states that for shopping centers containing
more than 200,000 sq. ft. of gross floor area shall have a minimum of
5.5 spaces per 1,000 sq. ft. of net floor area. The subject property is
part of Parkdale Mall. The subject property was originally developed
at 5.49 spaces per 1,000 sq. ft. of gross floor area for a total of 342
parking spaces.
With the addition of the 5,500 sq. ft. AT&T store, 283 parking
spaces will be provided overall at a parking ratio of 4.14 spaces per
1,000 sq. ft. of gross floor area.
The City of Beaumont Transportation Division recommends that the
applicant calculate parking requirements as per the net floor area as
required by the Zoning Ordinance. Only then can Transportation
make a determination as to whether the applicant=s request is viable.
If based on gross square footage, Transportation feels that the
proposed number of parking spaces will be inadequate and would
recommend denial of this request.
