A Regular Meeting of the Planning Commission was held on May 19, 2014 and called to order
at 3:00 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Daigle made a motion to approve the minutes of the Regular Meeting and Joint
Public Hearings held April 21, 2014. Commissioner Makin seconded the motion. Motion to
approve carried 6:0.
REGULAR MEETING
1) Preliminary Replat of Lots 6-12 and a partial abandonment of West Commerce Parkway
into Lot 6A, Washington Boulevard Park: A Preliminary Replat of Lots 6-12 and a
partial abandonment of West Commerce Parkway into Lot 6A, Washington Boulevard
Park.
Location: Corner of North Major Drive and Folsom Drive
Applicant: Fittz & Shipman, Inc.
Mr. Boone presented the staff report. Ben Tristan, representing Fittz & Shipman, Inc.,
has requested a preliminary replat of Lots 6-12 and a partial abandonment of West
Commerce Parkway into Lot 6A. The property is located at the south end of West
Commerce Parkway.
Pargo Development, LTD would like to combine these lots and abandoned right-of-way
to accommodate a new commercial distribution center. A portion of West Commerce
Parkway, a utility easement and a drainage easement are in the process of being
abandoned to allow this replat. A new cul-de-sac, utility easements and drainage
easement are included in the replat.
Twelve notices were mailed to property owners within 200’ of the subject property.
Twelve notices were returned in favor.
Slides of the subject property were shown.
The Planning staff recommended approval subject to the following conditions:
1. Proposed relocation of new storm sewer conveyance and curb/grate inlets parallel to
the northeast property line and easement. (City Engineering)
2. The runoff from drainage area B1 (roof run-off) should be directed to the 18” storm
sewer which runs along the southeast side of the building or some other underground
culvert. (Drainage District #6)
3. The runoff from the concrete parts of B2 and D2 should be directed to surface inlets
and into new underground culverts. (Drainage District #6)
4. The proposed swale shown along the southeast and southwest part of the property is
being directed to a downspout that is almost completely deteriorated. The swale is
acceptable but the downspout will have to be redone with a culvert that enters the
concrete lining according to our standard detail. It may be that the culverts from item
2 above can utilize this new culvert. (Drainage District #6)
5. Drainage from the area around the angle point in the east property line is shown to
run over the earthen slope then onto the concrete slope which is unacceptable. A
standard downspout must be installed. (Drainage District #6)
6. Include the following notes on the Final Replat:
a. The City of Beaumont will not be responsible for any damage to the structure
of the water main should it ever rupture or due to any repairs to the water main by
City crews. (Water Department)
b. The City of Beaumont shall not be responsible for the repair and replacement
of any paving or other structures within the Easement Property. (Water
Department)

Chairman Nejad asked for comments.
Ben Tristan with Fittz & Shipman addressed the Commission.
Commissioner Makin made a motion to approve the Preliminary Replat of Lots 6-12 and
a partial abandonment of West Commerce Parkway into Lot 6A, Washington Boulevard

2) File 846-OB: Request to abandon utility easements along the east and west sides of West
Commerce Parkway right-of-way and a drainage easement to the east.
Location: Along the perimeter of the south 250’ of West Commerce Parkway and
between West Commerce Parkway and Hillebrandt Bayou.
Applicant: Sam Parigi on behalf of Pargo Development, Ltd.
Mr. Boone presented the staff report. Sam Parigi on behalf of Pargo Development, LTD
has applied for the abandonment of utility easements along the east and west sides of
West Commerce Parkway right-of-way and a drainage easement to the east. This
abandonment is necessary to facilitate the development of the property as a commercial
distribution center. The easements run directly through the proposed facility and needed
parking. All utilities and drainage will be removed and redirected or relocated as needed.
One notice was sent to the surrounding the property owner. It was returned in favor.
The Planning staff recommended approval.
Commissioner Daigle made a motion to approve the abandonment of utility easements
along the east and west sides of West Commerce Parkway right-of-way and a drainage
easement to the east located along the perimeter of the south 250’ of West Commerce
Parkway and between West Commerce Parkway and Hillebrandt Bayou as requested in
File 846-OB. Vice Chairman Craig seconded the motion. Motion to approve carried 6:0.
3) File 847-OB: Consider a request to abandon a portion of West Commerce Parkway,
including the existing cul-de-sac.
Location: South 250 ft. of West Commerce Parkway
Applicant: Sam Parigi on behalf of Pargo Development, Ltd.
Mr. Boone presented the staff report. Sam Parigi on behalf of Pargo Development, LTD
has applied for the abandonment of a portion of West Commerce Parkway, including the
existing cul-de-sac. This abandonment is necessary to facilitate the development of the
property as a commercial distribution center. The existing right-of way runs directly
through the proposed facility. All utilities and drainage will be removed and redirected or
relocated as needed. A new cul-de-sac will be constructed.
This item was sent to all interested parties. No negative responses have been received.
The Planning staff recommended approval.
Chairman Nejad asked for comments.
Sam Parigi addressed the Commission.
Vice-Chairman Craig made a motion to approve a request to abandon a portion of West
Commerce Parkway, including the existing cul-de-sac being the south 250 ft. of West
Commerce Parkway as requested in File 847-OB. Commissioner Makin seconded the
motion. Motion to approve carried 6:0.
