A Regular Meeting and Joint Public Hearings of the Planning Commission and City Council was
held on May 18, 2015 and called to order at 3:32 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Mason made a motion to approve the minutes of the Regular Meeting held
on April 20, 2015 and Commissioner Kyles seconded the motion. Motion to approve carried 5:0.
REGULAR MEETING
1) Preliminary Plat of Vision Village, Section II: A request to consider the preliminary plat
of Vision Village, Section II
Applicant: Emmanuel Baptist Church of Jesus Christ
Location: East side of South Major, east Humble Road intersection
Mr. Boone presented the staff report.
Emmanuel Baptist Church of Jesus Christ, has applied for preliminary plat approval of Vision
Village Addition, Section II, a 5.337 acre, 18 lot single family residential subdivision. The
property is located on the east side of S. Major and east of the intersection with Humble Road.
This plat was approved in May, 2013 but the developer has not quite been able to complete
construction within the allotted 24 months.
In February, 2006, the Planning Commission approved a preliminary plat of Vision Village. The
original plat consisted of an entry road with residential lots on the eastern side of the tract and
large lots for future church development. The new plat reduced the size of the church parcel and
added 18 single family lots on part of the original church site. The church decided to proceed
with the entry road (Emmanuel Street) and Section II prior to development of the eastern
residential lots.
Typical lot size will be 75’ x 140’. Emmanuel Street will have a 60’ wide right-of-way and a 39’
pavement width. Intentional Street will be constructed with a 50’ wide right-of-way and 28’
pavement width. All public improvements will be built to city standards and upon inspection,
will be submitted to City Council for approval.
The Planning staff already approved the Preliminary Plat of Vision Village, Section II, the
applicants were requesting additional time.
This item was sent to all interested parties. No negative responses were returned.

Chairman Nejad opened the public hearing and asked for applicant’s comments.
Chairman Nejad asked for comments in favor of or in opposition. No comments were made.
The public hearing was closed.
Commissioner Mason made a motion to approve the Preliminary Plat of Vision Village, Section
II. Commissioner Messina seconded the motion. Motion to approve carried 5:0.
2) File 856-OB: A request to abandon a 60’ x~360’ general utility easement
Applicant: City of Beaumont
Location: Former Jirou right-of-way in Babe Zaharias Park
Mr. Boone presented the staff report.
The City of Beaumont has requested the abandonment of the easement retained when a portion
of Jirou Street was abandoned to create Babe Zaharias Park. The Fire Department is preparing to
construct new facilities at this location and the easement will be in conflict with the
development. The only utility affected will be CenterPoint Energy, who is currently working
with Fitz and Shipman, Inc. to relocate the gas main.
This item was sent to all interested parties. No negative responses were returned.

The Planning staff recommended approval.
Chairman Nejad opened the public hearing and asked for applicant’s comments. The applicant
was present but declined to comment.
Chairman Nejad asked for comments in favor of or in opposition. No comments were made. The
public hearing was closed.
Commissioner Kyles made a motion to approve File 856-OB request to abandon a
60’x~360’general utility easement. Commissioner Mason seconded the motion. Motion to
approve carried 5:0.
JOINT PUBLIC HEARINGS
1) File 2231-Z: A request to rezone Amelia Meadows Section One from GC-MD-2
(General Commercial-Multiple Family Dwelling-2) to RS (Residential Single Family Dwelling)
District.
Applicant: Sam C. Parigi, Jr.
Location: 7965, 7975, 7985 and 7995 Pevitot Road
Mr. Boone presented the staff report. Sam Parigi, representing George A. Dishman, Jr. and Carol
Ann Dishman Buckley, has requested a zone change for the properties located at 7965, 7975,
7985 & 7995 Pevitot Road. In January 2007, the Dishman’s rezoned the property to GC-MD-2
with the hope of acquiring more property. When additional property did not become
available, the decision was made the following year to plat residential lots along Pevitot. As the
Dishman’s are now prepared to sell the lots for residential development, it became apparent that
the commercial zoning would not allow single family dwellings. Rezoning the property to RS
(Residential Single Family Dwelling) would allow the lots to be developed as intended.
Eleven (11) notices were mailed to property owners within 200 feet of the subject property.
There were no responses in favor and none in opposition were returned.

Planning staff recommended approval.
Chairman Nejad opened the public hearing and asked for applicant’s comments. The applicant,
Sam Parigi of 445 N. 14 Street addressed the Commission.
Chairman Nejad asked for comments in favor of or in opposition. No comments were made.
Chairman Nejad closed the public hearing.
Commissioner Little made a motion to approve File 2231-Z request to rezone Amelia Meadows
Section One GC-MD-2 (General Commercial-Multiple Family Dwelling-2) to RS (Residential
Single Family Dwelling) District. Commissioner Mason seconded the motion. Motion to approve
carried 5:0.
