Pate Coucilman Mike Getz Also present: Chris Boone, Director of Planning and Community Development; Adina Ward, Planner II; Fran Malvo, Recording Secretary; Sharae Reed, Assistant City Attorney APPROVAL OF MINUTES Commissioner Makin made a motion to approve the minutes of the Regular Meeting held on February 16, 2015 and Commissioner Craig seconded the motion. Motion approved carried 5:0. REGULAR MEETING Preliminary plat of Walker-Arena Highway 347: Consider the preliminary plat of Walker-Arena Highway 347, 59.55 acres out of the Pelham Humpries Survey, Ab. 32. Applicant: Soutex Surveyors and Engineers Mr. Boone presented the staff report Paula Leger for Soutex Surveyors & Engineers is requesting approval for the preliminary plat of Walker-Arena Highway 347. The property is located on the west side of State Highway 347, in the City of Beaumont’s Extraterritorial Jurisdiction. Slides were shown. The Planning staff recommends approval subject to the following conditions: 1. Show location of existing and proposed storm drainage easements and improvements. (A copy of all design computations shall be submitted along with the plans). (City Engineering) 2. Storm drainage improvements shall be reviewed and approved by TXDOT. (City Engineering) 3. Street addresses for Tracts 1 & 2 must be located along State Hwy 347. And with a variance to: 1. The right-of-way frontage requirement for lots Section 26.03.007 (a) The property owner has potential buyers for two (2) lots, and hopes to therefore cut two (2) industrial tracts out of the existing 59.55 acre tract of land. The lots would be accessed by a 2.54 acre portion of one of the tracts designated for access to both industrial tracts through easement agreements. City of Beaumont Subdivision Regulations state: “All lots shall abut a public or private street and shall abut the street no less than the required lot width for that lot with the exception of cul-de-sacs which shall have no less than twenty-five (25) feet of frontage. Minimum lot widths within the extraterritorial jurisdiction (ETJ) shall be based on proposed use corresponding to the zoning requirements if developed within the city limits.” All lots exceed the minimum lot area, width and depth requirements for industrial properties. Although one lot provides street frontage, the width of the portion fronting the street is not consistently wide enough to meet City requirements. The minimum lot width requirement for industrial lots is one hundred (100) feet. Given the industrial nature of this area, the configuration should not pose a problem. Discussion followed. The applicant had no comments. Commissioner Craig made a motion to approve the Preliminary plat of Walker-Arena Highway 347 with the conditions required by the Planning staff. Commissioner Makin seconded the motion. Motion to approve carried 5:0. JOINT PUBLIC HEARINGS No Joint Public Hearing was held. OTHER BUSINESS THERE BEING NO OTHER BUSINESS, THE MEETING WAS ADJOURNED AT 3:22 P.M.
