Pate Also present: Chris Boone, Director of Planning and Community Development Adina Ward, Planner II Tyrone Cooper, City Attorney Fran Malvo, Recording Secretary 1 Planning and Zoning December 19, 2016 APPROVAL OF MINUTES Vice-Chairman Craig made a motion to approve the minutes of the Regular meeting held on November 28, 2016 and October 17, 2016. Commissioner Little seconded the motion. Motion to approve carried 5:0. REGULAR MEETING 1) Preliminary Plat-Douget’s Diamond D Ranch, Phase 3B: A request for a Preliminary Plat approval of Douget’s Diamond D Ranch Subdivision, Phase 3B, Jefferson County, Texas Applicant: Fittz & Shipman Location: South of U.S. Highway 90 and approximately 1.1 miles west of Meeker Road. Mr. Boone presented the staff report. Fittz & Shipman, Inc. has requested preliminary plat approval of Doguet’s Diamond D Ranch Subdivision, Phase 3B. The project is located within the Planning Area of the ETJ of the City of Beaumont south of US Hwy. 90 and approximately 1.1 miles west of Meeker Road. The development is a 54.746 acre, fifty (50) lot, single family, residential subdivision. With the exception of Diamond D Drive, with its eighty foot (80) right-of-way and thirty-seven foot wide pavement, all other streets will have a sixty foot (60) right-of-way and twenty-eight foot (28) wide pavement. Water will be provided by Meeker Municipal Utility District and sanitary sewer will be provided by the individual aerobic sewer systems. Streetlights and sidewalks are not required, as the subdivision is located in the City’s Planning Area and falls under County design standards. Slides were shown of the subject property. The item was sent to all interested parties. The Planning staff recommended approval with the following conditions: 1. Submit CAD and GIS shape files. 2. Correct lot numbers. There are two (2) Lot 21’s and no Lot 4. 3. Provide addresses for all lots. and with variances to: 1. Block length greater than 1200’ requirement. 2 Planning and Zoning December 19, 2016 Commissioner Colbert made a comment to Mr. Boone regarding the lot numbers being misnumbered. Mr. Boone stated that the comment would be amended to say, “Ensure that all lots are numbered correctly.” A brief discussion followed between Mr. Boone and Chairman Nejad. Don King, 1405 Cornerstone Court of Fittz & Shipman, addressed the Commissioners. Mr. King stated he wanted to address the lot numbers. He also stated that the addresses should correspond with the 911 addresses. Discussion followed between Mr. King and Commissioner Colbert regarding the lot sizes. No public hearing was required. No further discussion followed. No other questions or comments. Commissioner Little made a motion to approve a request for a Preliminary Plat of Douget’s Diamond D Ranch Subdivision, Phase 3B, as requested with the following conditions: 1. Correct map bearings and distances to match legal description. 2. Supply geo-referenced GIS shape files for Jefferson County Appraisal District (JCAD). 3. Add addresses to proposed lots. 4. Correct note 8 to read: “This subdivision lies within the Planning Area of the extraterritorial jurisdiction of the City of Beaumont and as such, construction standards for improvements shall comply with Jefferson County standards. Vice-Chairman Craig seconded the motion. Motion to approve carried 5:0. 2) Preliminary Plat- Willow Creek Country Club Estates, Sections X-D: A request for the Preliminary Plat approval of Willow Creek Country Club Estates, Section X-D, Beaumont, Jefferson County, Texas. Applicant: Troy Whitehead-Schaumburg & Polk, Inc. Location: Northeast of the intersection of Major Drive and Walden Road within the Beaumont city limits. Mr. Boone presented the staff report. Troy Whitehead of Schaumburg & Polk, Inc. has requested preliminary plat approval of Willow Creek Country Club Estates, Section X–D. The project is located northeast of the intersection of Major Drive and Walden Road within the Beaumont City Limits. The development is a 3.908 acres, sixteen (16) lot, single family, residential subdivision. The residential streets, Grey Hawk and Birkdale Drive, have a fifty foot (50’) right-of-way with a pavement width of twenty-eight feet (28’). The collector, Willow Bend Drive, has 3 Planning and Zoning December 19, 2016 a sixty foot (60’) right-of-way with a thirty-seven foot (37’) pavement width. Water and sewer will be provided by extension of City of Beaumont utilities. This item was sent to all interested parties. The Planning staff recommends approval with the following conditions: 1. DD6 approval of proposed drainage easements. 2. Add addresses to proposed lots. 3. Design all drainage for a 100 year frequency and submit drainage design computations. Slides were shown of the subject property. Troy Whitehead, 8865 College Street of Schaumburg & Polk, Inc. addressed the Commissioners. Mr. Whitehead stated that they intend to address all issues concerning drainage. No further discussion followed. No public hearing was required. Vice-Chairman Craig made a motion to approve the request for the Preliminary Plat approval of Willow Creek Country Club Estates, Section X-D, as requested with the following conditions: 1. DD6 approval of proposed drainage easements. 2. Add addresses to proposed lots. 3. Design all drainage for a 100 year frequency and submit drainage design computations. rd Mr. Boone stated to the Commissioners to amend the 3 condition to read: Design all drainage in compliance with requirements of the City Engineer. Commissioner Little seconded the motion. Motion to approved carried 5:0. JOINT PUBLIC HEARINGS None. OTHER BUSINESS None. THERE BEING NO OTHER BUSINESS, THE MEETING WAS ADJOURNED AT 3:28 P.M. 4
