A Regular Meeting and Joint Public Hearings of the Planning Commission and City Council was
held on February 15, 2016 and called to order at 3:09 p.m. with the following members present:

APPROVAL OF MINUTES
Chairman Nejad addressed the Board regarding the minutes. Commissioner Sherrene Cook was
present at January’s meeting and it did not reflect the minutes. Vice-Chairman Craig made a
motion to approve the minutes from January 25, 2016 with corrections. Commissioner Senigaur
seconded the motion. Motion to approve carried 9:0. Although there were 10 board members
present at the meeting, only 9 out of the 10 members were able to vote because the city’s
ordinance provides that a full complement of the voting commission shall be nine (9).
REGULAR MEETING
1) Preliminary Plat of Douget’s Diamond D Ranch, Phase 3A: Consider a request for a
preliminary plat approval of Doguet’s Diamond D Ranch, Phase 3A, Beaumont, Jefferson
County, Texas
Applicant: Fittz & Shipman, Inc.
Location: Douget’s Diamond D Ranch, Phase 3A
Mr. Boone presented the staff report. Fittz & Shipman, Inc. has requested preliminary
plat approval of Doguet’s Diamond D Ranch, Phase 3A. The property is located south of
U.S. Highway 90 between W. Rice Field Lane and Green Pond Road in the ETJ. The
development is a 17.796 acre, single family residential subdivision. The proposed layout
shows twelve (12) single family lots, two (2) Blocks and a 4.05 acre common area. All
lots will access U.S. 90 via the proposed extension of the existing Michelle Lane and
existing Diamond D Drive. Sanitary sewer will be individual aerobic treatment units.
Water will be provided by extension of water lines from Meeker Water Supply
Corporation.
This property is located within the Planning Area of the Extraterritorial Jurisdiction. As
such, the design standards of the improvements would be in accordance with County
standards. However, it should be noted that in this phase, the block length will be longer
than the 1,200 foot maximum and the cul-de-sac will be located in excess of the 800 foot
maximum length until such time that this unit connects to planned future development to
the south. As such, we are recommending a waiver to these two requirements.
Slides of the subject property were shown.
The item was sent to all interested parties.
The Planning staff recommended approval with the following condition:
1. Design storm drain outfall pipe and conveyance to a 100-year storm event per DD6
requirements.
Don King at 1405 Cornerstone Court addressed the Board. Discussion followed.
Chairman Nejad asked Mr. King if he had an idea of when the second phase of the
project will begin. Mr. King stated it is in the master plan and it would probably be
within the next 2 to 5 years. Chairman Nejad asked for any question or comments for
Mr. King.
Vice Chairman Craig made a motion to approve the Preliminary Plat of Doguet’s
Diamond D Ranch, Phase 3A, Jefferson County, Texas as requested. Commissioner Little
seconded the motion. Motion to approve carried 9:0.
JOINT PUBLIC HEARINGS
1) File 2253-P: Consider a request for a Specific Use Permit to allow a church in RM-H
(Residential Multiple Family Dwelling-Highest Density).
Applicant: Ridgewood Church of Christ
Location: 9195 Dishman Road
Mr. Boone presented the staff report. Ridgewood Church of Christ would like to relocate
their congregation to the property at 9195 Dishman Road. This property was under
construction to be used as the YMCA, but the project was abandoned due to a lack of
funds.
The church provides weekly classes, annual workshops, lectures and retreats, vacation
bible school, and elderly outreach. Upon relocation to the Dishman property, the church
plans to provide a number of new ministries such as Mother's Day Out and youth
activities. The congregation is currently comprised of 60 members, but hopes to grow. A
waiver is requested for any additional screening or landscape buffers.
Slides of the subject property were shown.
Twelve (12) notices were mailed to property owners within 200 feet of the subject
property. No responses were received in favor of or in opposition.
The Planning staff recommended approval.
Richard Walker, the preacher for the Ridgewood Church of Christ addressed the
Commissioners. Mr. Walker expressed that he would like to have the landscaping &
screening waiver approved so that it would not deter future parishioners. Discussion
followed.
Chairman Nejad opened the public hearing and asked if anyone wanted to speak for or
against the case. The public hearing was closed. Commissioner Mason made a motion to
approve a request for a Specific Use Permit to allow a church in an RM-H (Residential
Multiple Family Dwelling-Highest Density) as requested in File 2253-P with the
following condition:
1. A waiver is requested for any additional screening or landscape buffers until such
time adjacent residential properties are developed.
Vice-Chairman Craig seconded the motion. Motion to approve carried 9:0.
2) File 2254-P: Consider a request for a Specific Use Permit to allow a single family
residence in the CBD (Central Business District).
Applicant: Tom Broussard
Location: 595 Park Street
Mr. Boone presented the staff report. Tom Broussard would like to renovate the property
located at 595 Park Street into a single family dwelling with guest quarters, for his
personal use. This structure was previously a satellite drive-through teller for a bank. Mr.
Broussard will be removing quite a bit of concrete to create a yard, and converting the
drive-through itself into the guest quarters, garages, and a covered patio.
Slides of the subject property were shown.
Twenty-four (24) notices were mailed to property owners within 200 feet of the subject
property. No responses were received in favor or in opposition.
Staff recommended approval.
Chairman Nejad opened the public hearing and asked for the applicant’s comments.
Thomas Broussard at 2000 McFaddin addressed the Commissioners. Discussion
followed.
Chairman Nejad asked if there was any one that would like to speak for or against the
case. The public hearing was closed. Vice-Chairman Craig made a motion to approve a
request for a Specific Use Permit to allow a single family residence in the CBD (Central
Business District) as requested in File 2254-P. Commissioner Messina seconded the
motion. Motion to approve carried 9:0.
