Commissioner Sandy Pate Alt. Commissioner Marty Craig Alt. Commissioner Eliot New Commission Members absent: Commissioner Eddie Senigaur Commissioner J.P. Colbert Commissioner Johnny Beatty Commissioner Lauren Williams Mason Commissioner Shawn Javed Councilmembers present: None Councilmembers absent: Mayor Becky Ames Mayor Pro-Tem Gethrel Williams-Wright Councilmember Mike Getz Councilmember Audwin Samuel Councilmember W.L. Pate Councilmember Virginia Jordan Councilmember Robin Mouton Also present: Chris Boone, Director of Planning and Community Development Adina Josey, Senior Planner Tyrone Cooper, City Attorney Fran Malvo, Recording Secretary 1 Planning and Zoning November 20, 2017 APPROVAL OF MINUTES Alternate Commissioner Craig made a motion to approve the minutes of the Regular meeting held on October 16, 2017. Alternate Commissioner Pate seconded the motion. Motion to approve carried 7:0. REGULAR MEETING 1) Preliminary Plat: Request for approval of a Preliminary Plat of Fairfield, Phase V, Beaumont, Jefferson County, Texas Applicant: RPS Group Location: East End of Claybourn Drive from Major Drive Mr. Boone presented the staff report. RPS Group has requested preliminary plat approval of Fairfield, Phase V. The development is located at the east end of Claybourn Drive from Major Drive. The 2.0133 acre development is an eight residential lot subdivision in an R-S (Residential Single-Family Dwelling) District. The proposed Crestfield Lane will have a 50 ft. right-of-way and a 27 ft. pavement width. All lots will access Major Drive via the existing Claybourn Drive. Water and sewer will be provided by extension of City utilities. Slides of the subject property were shown. This item was sent to all interested parties. The Planning staff recommended approval with the following conditions: 1. Label L1 bearing and distance on the plat map. 2. Submit any proposed list of covenants, conditions and limitations to govern the use of the subdivision. The applicant was present. Joe Pattie an associate of RPS Group, 4180 Delaware, Suite 402 addressed the Commission. Mr. Patti stated he contacted Mr. Boone regarding the conditions for approval. Chairman Nejad asked Mr. Patti if he was in agreement with the conditions. Mr. Pattie replied, “Yes.” No discussion or further questions. Commissioner Makin made a motion to approve a Request for the approval of a Preliminary Plat of Fairfield, Phase V with the following conditions: 1. Label L1 bearing and distance on the plat map. 2. Submit any proposed list of covenants, conditions and limitations to govern the use of the subdivision. Commissioner Craig seconded the motion. Motion to approve carried 7:0. 2 Planning and Zoning November 20, 2017 2) Preliminary Plat- Request for a Preliminary Plat approval of Whispering Heights, Phase I, Beaumont, Jefferson County, Texas Applicant: Fittz & Shipman, Inc. Location: The north end of Pointe Parkway across from the Christian Fellowship Worship Center Mr. Boone presented the staff report. Fittz & Shipman, Inc. has requested preliminary plat approval of Whispering Heights, Phase 1. The development is located at the north end of Pointe Parkway across from the Christian Fellowship Worship Center. The 13.2753 acre development is a forty-nine lot, 3 block, residential, subdivision in an R-S (Residential Single-Family Dwelling) District. The proposed residential streets Rehan Wood, Sait Wood, Uzma Wood, and Mumtaz Drive will have a 50 ft. right-of-way and a 27 ft. pavement width. All lots will access Pointe Parkway via the proposed Rehan Wood. Water and sewer will be provided by extension of City utilities. This item was sent to all interested parties. Slides of the subject property were shown. Mr. Boone stated the request was submitted in 2014 and that Fittz & Shipman was resubmitting the Plat. The Planning staff recommends approval with the following conditions: 1. Correct C7 table data or metes & bounds description to match. 2. Describe the structure or easement crossing Lots 17, 22 & 23, Block 1. 3. Correct the location map to reflect the shape and location of the plat boundary. 4. Submit any proposed list of covenants, conditions and limitations to govern the use of the subdivision. No questions for staff. The applicant was present. Bernardino Tristan, a representative of Fittz & Shipman, Inc., 1405 Cornerstone Court addressed the Commission. Chairman Nejad asked Mr. Tristan if he reviewed the requirements from staff. Mr. Tristan replied, Yes and that he would be in compliance with the conditions and that there were no deed restrictions. No other questions for Mr. Tristan. Commissioner Craig made a motion to approve the request for a Preliminary Plat approval of Whispering Heights, Phase I with the following conditions: 1. Correct C7 table data or metes & bounds description to match. 2. Describe the structure or easement crossing Lots 17, 22 & 23, Block 1. 3. Correct the location map to reflect the shape and location of the plat boundary. 3 Planning and Zoning November 20, 2017 4. Submit any proposed list of covenants, conditions and limitations to govern the use of the subdivision. Commissioner Little seconded the motion. Motion to approve carried 7:0.
