A Regular Meeting of the Historic Landmark Commission was held on August 8, 2011 at
3:30 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Craig made a motion to approve the minutes of the Regular Meeting
held June 13, 2011. Commissioner Chodzinski seconded the motion. Motion to
approve carried 7:0.
Commissioner Craig made a motion to approve the minutes of the Regular Meeting
held July 11, 2011. Commissioner Chodzinski seconded the motion. Motion to
approve carried 7:0.

REGULAR MEETING
1) CA-2045: Request for a Certificate of Appropriateness to repair a balcony
and paint the brick of a house.
Location: 2343 Ashley
Applicant: Don Townsend
Mr. Richardson presented the staff report. The subject request is to
allow the painting of a house and repair of an existing balcony.
Don Townsend, the property owner, states that the brick had been painted
in the past. The Townsend=s are doing work on the house and would like
to update the color. The first choice for the body on the house would be
Behr Paints A Marsh Creek @. The trim will be white. In addition, the
Townsend=s are repairing an existing balcony on the front of the house.
New railing is being installed. Samples of colors were distributed to the
Commission.
(Commissioner Turner returned to chamber.)
Mr. Richardson recommended approval and showed slides of the property.
Commissioner LaBiche, acting as chairman, asked for the applicant=s
comments.
Mr. Townsend addressed the Commission.
Commissioner Craig made a motion to approve a Certificate of
Appropriateness to repair a balcony and paint the brick of a house Behr
Paints A Mermaid Net @ or A River Bank @ and white for the trim at 2343
Ashley as requested in CA-2045. Commissioner Chodzinski seconded the
motion. Motion to approve carried 8:0.
2) CA-2040: Request for a Certificate of Appropriateness to allow the
demolition of a house to allow the construction of a new house.
Location: 1044 Magnolia

3) CA-2041: Request for a Certificate of Appropriateness to allow the
demolition of a house and to allow the construction of a new house.
Location: 2440 Rusk

demolition of a house and to allow the construction of a new house.

5) CA-2043: Request for a Certificate of Appropriateness to allow the
demolition of a house and to allow the construction of a new house.

Mr. Richardson combined the presentation of staff reports for CA-2040,
CA-2041, CA-2042 and CA-2043. The requests are for certificates of
appropriateness to allow the demolition of the existing houses and the
construction of new houses at 1044 Magnolia, 2440 Rusk, 2550 Houston
and 2236 North.
The demolitions and new construction of all four house are being done
under the auspices of the Southeast Texas Regional Planning Commission=s
Hurricane Ike Disaster Recovery Program.
Except for the house at 2440 Rusk, the property owners have not picked
out the one of two allowable elevations. For all of the houses, the
proposed construction methods employed would dictate the houses be
constructed as a slab on grade foundation, wood framing, with horizontal
lap hardie siding and 30 year Elk architectural roofing shingles in a
weathered wood gray color. The windows on the front of the houses will
be white frame vinyl windows with either a six over one or six over six
appearance. The rest of the windows will be one over one. The roof will
have a 7/12 pitch and with or without a front gable. All houses will have a
covered front porch with a gable. The porch gable will either be covered
in siding to match the house, vinyl shakes, vinyl scallops or batten board.
Colors have not been picked by the owners on any of the four houses.
Family size will dictate the number of bedrooms and thus the size of the
house. In particular, the house at 2440 Rusk will have two bedrooms in
1,300 sq. ft. of space. It will be Craftsman in style with a front gable and
windows six over one in style. The house will have a front covered porch
with tapered square columns. The front door has an upper glass light and
there is a squared glass transom above the door.

If the Commission wishes to take action on the certificates or
appropriateness, each item will need to be voted on separately.
(Commissioner Perrot left the meeting.)
Slides were shown. Mr. Richardson pointed out that the house at 1044
Magnolia is not in the Historic District, but has historical significance.
Commissioner LaBiche asked for the applicant=s comments.
Chad Herndon with URS addressed the Commission. Mike Foster and
Shanna Burke with Southeast Texas Regional Planning Commission also
addressed the Commission.
Discussion followed between the Commission members.
Commissioner Craig made a motion to approve a Certificate of
Appropriateness to allow the demolition of a house and to allow the
construction of a new house at 2440 Rusk as requested in CA-2041.
Commissioner Broussard seconded the motion. Motion to approve
carried 7:0.
Mr. Richardson clarified that because the demolition was approved,
Southeast Texas Regional Planning Commission will need to submit
specific plans.
Commissioner Broussard made a motion to table a Certificate of
Appropriateness to allow the demolition of a house to allow the
construction of a new house at 1044 Magnolia as requested in CA-2040.
Commissioner Craig seconded the motion. Motion to table carried 7:0.

Appropriateness to allow the demolition of a house to allow the
construction of a new house at 2550 Houston as requested in CA-2042.
Commissioner Craig seconded the motion. Motion to table carried 7:0.
Commissioner Broussard made a motion to table a Certificate of

construction of a new house at 2236 North as requested in CA-2043.
Commissioner Craig seconded the motion. Motion to table carried 7:0.
