A Regular Meeting of the Historic Landmark Commission was held on May 9, 2011 at 3:30
p.m. with the following members present:

APPROVAL OF THE MINUTES
Commissioner LaBiche made a motion to approve the minutes of the February 14,
2011 Regular Meeting. Chairman Blazek seconded the motion. Motion to
approve carried 7:0.
REGULAR MEETING
1) CA-1921: Request for a Certificate of Appropriateness to allow the
painting of a house.
Location: 2420 Rusk
Applicant: Micaela Cruz

Mr. Richardson presented the staff report. In January, Ms. Varela
inspected the subject property and found it to be in violation due to the
painting of the house without first obtaining a certificate of
appropriateness.
When considering paint colors, the Zoning Ordinance states that the
Historic Landmark Commission shall base its decision on the
appropriateness to and compatibility with the structure, block face and the
historic district.
Mr. Richardson stated that he felt the dark blue trim is not appropriate nor
compatible with the block face and that it should be painted white or
cream.
Slides were shown.
Chairman Blazek asked for the applicant=s comments.
Ms. Cruz addressed the Commission.
Chairman Blazek made a motion to approve a Certificate of
Appropriateness to allow the painting of a house at 2420 Rusk as
requested in CA-1921, subject to the body of the house being painted a
light blue with white or cream trim to be approved by staff. Commissioner
Perrot seconded the motion. Motion carried 7:0.
2) CA-1925: Request for a Certificate of Appropriateness to allow a widened
driveway and a new patio in the front yard.
Location: 2630 Gladys
Applicant: Jeff Bundick
(Commissioner Yoes arrived.)
Mr. Richardson presented the staff report. The applicant, Jeff Bundick,
states that the driveway is currently 10' wide. He would like to widen it to
12'. The width of the current driveway immediately in front of the garage
makes it very difficult to use the west garage bay. He would also like to
widen the sidewalk and pave the area between the house and the sidewalk
and driveway. The paved area between the house and the sidewalk and
driveway will be used to park a vehicle and as a patio.

Mr. Richardson recommended approval subject to the following condition:
No vehicle shall be parked on the paved area immediately in front
of the house.
Slides were shown.
Chairman Blazek asked for the applicant=s comments. The applicant was
not present.
Commissioner LaBiche made a motion to approve a Certificate of
Appropriateness to allow a widened driveway and a new patio in the front
yard at 2630 Gladys as requested in CA-1925 with the following
stipulations:
The patio shall be reduced to allow the installation of a 3' wide
landscape strip between the patio and the driveway.
Landscaping shall be installed along the south side of the sidewalk
as shown on the site plan.
There shall be no parking on the patio area in front of the house.
Vice-Chairman Jordan seconded the motion. Motion to approve carried
8:0.
3) CA-1928: Request for a Certificate of Appropriateness to allow the
demolition of two substandard structures on the same property.
Location: 2140 Angelina
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. Ms. Loiacano states that both
the main house and the garage were inspected and found to be in violation
of the City of Beaumont Code of Ordinances pertaining to dangerous
structures. They were tagged on January 27. The property owner has
signed a demolition consent form. Her report states that the structures are
extremely dilapidated.
Mr. Richardson recommended approval of the request.
Chairman Blazek asked for the applicant=s comments.

Mrs. Loiacano addressed the Commission and discussion followed.
Commissioner Yoes made a motion to approve a Certificate of
Appropriateness to allow the demolition of two substandard structures at
2140 Angelina as requested in CA-1928. Chairman Blazek seconded the
motion. Motion to approve carried 8:0.
4) HCD-1.39: Request for a historic preservation loan.
Location: 2300 Harrison
Applicant: Charles and Vanessa Pickens
Mr. Richardson presented the staff report. This item is a request for an
historic preservation loan for work to be done on the house at 2300
Harrison.
Charles and Vanessa Pickens have applied for and received two historic
preservation loans totaling $8,500. Both loans have been paid off. The
money was used to make a number of repairs to the house.
The new request is for $31,140 to be used for repairing the front porch,
adding vinyl siding to the exterior of the house, install five pairs of new
shutters to the front of the house and replace missing shingles on the front
side of the roof.
At the requested amount, payments will be $370.71 per month for 84
months.
Mr. Richardson recommended approval of the request.
Chairman Blazek asked for the applicant=s comments.
Charles Pickens, the applicant, addressed the Commission and discussion
followed.
Vice-Chairman Jordan made a motion to approve a historic preservation
loan for the property at 2300 Harrison as requested in HCD-1.39.
Commissioner LaBiche seconded the motion. Motion to approve carried
8:0.
5) CA-1998: Request for a Certificate of Appropriateness to allow the
replacement of windows.

Location: 2556 Angelina
Applicant: Antonio Hernandez
Mr. Richardson presented the staff report. This item is a request for a
certificate of appropriateness to allow the replacement of double windows
on the front and side of the house at 2556 Angelina.
Each existing window is 2'8" x 5'5". The replacement windows will be
4'4" x 5'5".
Mr. Richardson recommended denial of the request.
Slides of the property were shown.
Chairman Blazek asked for the applicant=s comments.
Mr. Hernandez addressed the Commission and discussion followed.
Commissioner LaBiche made a motion to deny a request for a Certificate
of Appropriateness to allow the replacement of windows at 2556 Angelina
as requested in CA-1998. Commissioner Chodzinski seconded the
motion. Motion to deny 8:0.
6) CA-1999: Request for a Certificate of Appropriateness to allow the
moving of a house.
Location: 2674 Liberty
Applicant: Sherman West
Mr. Richardson presented the staff report. The request for a certificate of
appropriateness to allow the moving of a house at 2674 Liberty to 2645
Liberty.
Altus has offered to purchase Sherman West=s property. In 2006,
Sherman and Sherman was going to move a house to that property. It
was rezoned RS to allow for that. That move never occurred.
Mr. Richardson recommended approval.

Commissioner Yoes made a motion to approve a Certificate of
Appropriateness to allow the moving of a house at 2674 Liberty as
requested in CA-1999. Commissioner Chodzinski seconded the motion.
Motion to approve carried 8:0.
7) CA-2001: Request for a Certificate of Appropriateness to allow a chain
link fence
Location: 2295 Angelina
Applicant: Ronald Kelley
Mr. Richardson presented the staff report. This item is a request for a
certificate of appropriateness to allow the construction of a chain link fence
along the east and west sides of the house at 2295 Angelina.
Ronald Kelley, the owner, would like to install a 6' tall black vinyl chain
link fence from the northeast corner of his house to the east property line
and from the southwest corner of the house to the southwest corner of his
property. He will install a 4' tall picket fence around the front yard of his
property. Mr. Kelley states that he has had property stolen and vandalized.
He would like to install the fence for security reasons.
The Historic District regulations state that a fence constructed in a front or
corner side yard must be constructed of wrought iron, wood or brick.
Chain link must not be seen from the street.
Mr. Richardson recommended approval of the chain link fence along the
east side of the house and wood fencing along the west side of the house.
I think that a black vinyl chain link fence along the east side of the property
will be less obtrusive than a 6' tall wood screening fence.
Slides of the property were shown.
Mr. Kelley addressed the Commission. Discussion followed between the
Commission and Mr. Kelley.
Commissioner LaBiche made a motion to approve a Certificate of
Appropriateness for a chain link fence along the east side of the house and
wood fencing along the west side of the house at 2295 Angelina as
recommended in CA-2001. Commissioner Perrot seconded the motion.

Commissioner Broussard made a motion to approve a Certificate of

Appropriateness to allow a black vinyl chain link fence on 7 Street as
requested at 2295 Angelina in CA-2001. Commissioner Chodzinski
seconded the motion. Motion to approve carried 8:0.
8) Historic Preservation Loan Report
Mr. Richardson reported that there is $146,961.46 available.
