HISTORIC LANDMARK COMMISSION
February 14, 2011

A Regular Meeting of the Historic Landmark Commission was held on February 14, 2011 at
3:30 p.m. with the following members present:

APPROVAL OF THE MINUTES
Commissioner LaBiche made a motion to approve the minutes of the January 10,
2011 Regular Meeting. Commissioner Chodzinski seconded the motion. Motion
to approve carried 8:0.
REGULAR MEETING
1) CA-1908: Request for a Certificate of Appropriateness to allow the
demolition of a substandard structure.
Location: 2150 Angelina
Applicant: Ruben Dorantes

Mr. Richardson presented the staff report. Ruben Dorantes, the applicant,
has requested to demolish the existing structure at 2150 Angelina construct
a new house.
The property owner, Gerald Isadore, would like to construct a new three
bedroom, two bath, brick house on the subject property. The house will
be on a slab foundation. One of two very similar elevations will be
constructed.
The existing house is listed in the 1990 SPARE Beaumont survey.
SPARE states that the house was constructed c. 1940 and is of the
Colonial Revival style. The house is an example of middle class housing
built in the 1930's - 1940's.
Within the 2100 block of Angelina, there are two houses on slab
foundations. There is one brick home in the block. The rest of the
houses within the block are on piers and of frame construction.
Mr. Richardson recommended approval of the request, subject to the
following conditions:
Window frames will be white vinyl or aluminum.
Shingles shall be architectural.
Trim will be painted a neutral color.
Slides of the subject property were shown.
Chairman Blazek asked for comments.
Gerald Isadore, the property owner, addressed the Commission.
Ruben Dorantes, the contractor, addressed the Commission.
Pastor Reynolds with Helbig Community Development Corporation
addressed the Commission.
Commissioner Linsley made a motion to approve a Certificate of
Appropriateness to allow the demolition of a substandard structure and
construct a new home at 2150 Angelina as requested in CA-1908, subject
to the following conditions:

and to use Helbig Community Development Corporation=s Plan No. 5
Elevation A B @ (with dormer).
Commissioner LaBiche seconded the motion. Motion to approve carried
7:1 (Yoes).
2) CA-1909: Request for a Certificate of Appropriateness to allow the
demolition of a substandard structure.

Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. Pam Loiacano has applied for
the Certificate of Appropriateness. She states that the structure was
tagged as substandard on Oct. 12, 2010. Schlett Enterprises has signed
the demolition consent form. It has been determined that the structure has
50% or more damage of non-supporting members and is not suitable for
rehabilitation.
Mr. Richardson recommended approval of the request.
Chairman Blazek asked for the applicant=s comments.
Mrs. Loiacano addressed the Commission and discussion followed.
Commissioner Yoes made a motion to approve a Certificate of
Appropriateness to allow the demolition of a substandard structure at 592

2 Street as requested in CA-1909. Commissioner LaBiche seconded the
motion. Motion to approve carried 8:0.
3) CA-1914: Request for a Certificate of Appropriateness to allow the
demolition of a structure.
Location: 2269 Liberty
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. Pam Loiacano has applied for
the Certificate of Appropriateness. She states that the structure was
tagged on July 8, 2010. The property owners have signed a consent form.

It has been determined that the structure has 50% or more damage to
non-supporting members and 33% or more damage to supporting
members.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
Chairman Blazek asked for the applicant=s comments.
Mrs. Loiacano addressed the Commission discussion followed.
Commissioner Broussard made a motion to approve a Certificate of
Appropriateness to allow the demolition of a structure at 2269 Liberty as
requested in CA-1914. Commissioner Chodzinski seconded the motion.
Motion to approve carried 8:0.
4) Historic Preservation Loan Report
Mr. Richardson reported that there is $144,461.47 available. In response
to Commissioner LaBiche, Mr. Richardson gave a review of how the funds
could be used.
5) Historic District Code Enforcement Report
Mrs. Varela addressed the Commission.
