HISTORIC LANDMARK COMMISSION
July 9, 2012

A Regular Meeting of the Historic Landmark Commission was held on July 9, 2012 at 3:30
p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Craig made a motion to approve the minutes of the Regular
Meeting held June 11, 2012. Commissioner Sigee seconded the motion. Motion
to approve carried 8:0.
REGULAR MEETING
1) File 2137-Z: Request for a zone change from GC-MD (General
Commercial-Multiple Family Dwelling) District with an HC
(Historic-Cultural Landmark Preservation Overlay District) to GC-MD
(General Commercial-Multiple Family Dwelling) District.

Location: South side of Liberty, approximately 258' east of 11 Street
Applicant: Kevin Herrington, representing Altus Healthcare Management,
L. P.
Mr. Richardson presented the staff report. This item is a request for a zone
change to take a property out of the Oaks Historic District.
Kevin Herrington, representing Altus Healthcare Management, states that
as Altus= physician network has grown, the company now finds it necessary
to construct a medical office building. Altus has plans to construct this
medical office building on six lots that are zoned GC-MD. A commercial
building currently exists on Lots 10-14. All of these lots, except for Lot
10, are located outside of the District. Altus is requesting that Lot 10 be
deleted from the district.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
Twenty six notices were mailed to property owners within 200 feet of the
subject property. No responses in favor or in opposition were returned.
Chairman Blazek asked for the applicant=s comments.
Josh Young with Altus Healthcare addressed the Commission.
Discussion followed between the Commission and staff.
Kevin Herrington with Altus Healthcare addressed the Commission.
Commissioner New made a motion to approve a zone change from
GC-MD (General Commercial-Multiple Family Dwelling) District with an
HC (Historic-Cultural Landmark Preservation Overlay District) to GC-MD
(General Commercial-Multiple Family Dwelling) District for the property

located on the south side of Liberty, approximately 258' east of 11 Street
as requested in File 2137-Z. Commissioner Broussard seconded the
motion. Motion to approve carried 8:0.
2) CA-2175: Request for a Certificate of Appropriateness to allow the
construction of a garage/master bedroom addition.
Location: 2655 Gladys
Applicant: Shaun Roberts
Mr. Richardson presented the staff report. The applicant, Shaun Roberts,
states that the addition will extend the existing roof line. The roof

extension will use the same color and style of the existing shingles. The
siding and windows on the addition will match the existing siding and
windows on the house. A concrete driveway will extend from the new
garage to the existing curved driveway.
Mr. Richardson recommended approval of the request subject to the
following condition:
The garage doors will be paneled.

Chairman Blazek asked for the applicant=s comments.
Shaun Roberts addressed the Commission.
Commissioner Craig made a motion to approve a Certificate of
Appropriateness to allow the construction of a garage/master bedroom
addition at 2655 Gladys as requested in CA-2175 subject to the following
condition:
The garage doors will be paneled.
Commissioner Sigee seconded the motion. Motion to approve carried 8:0.
3) CA-2176: Request for a Certificate of Appropriateness to allow the
demolition of a residential structure and a storage building.
Location: 1930 Hazel
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. The structures were tagged on
December 21, 2008. The inspection report shows the deficiencies with
the structures.
Mr. Richardson recommended approval of the request.
Chairman Blazek asked for the applicant=s comments.
Ms. Loiacano addressed the Commission and answered questions.
Commissioner Craig made a motion to approve a Certificate of
Appropriateness to allow the demolition of a residential structure and a
storage building at 1930 Hazel as requested in CA-2176. Commissioner

Sigee seconded the motion. Motion to approve carried 8:0.
4) CA-2177: Request for a Certificate of Appropriateness to allow the
demolition of a residential structure.
Location: 2372 Hazel
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. The subject structure was
tagged on July 8, 2009. The inspection report shows the deficiencies with
the structure.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
Chairman Blazek asked for comments.
Ms. Loiacano addressed the Commission and answered questions.
Commissioner Sigee made a motion to approve a Certificate of
Appropriateness to allow the demolition of a residential structure at 2372
Hazel as requested in CA-2177. Commissioner Craig seconded the
motion. Motion to approve carried 8:0.
5) CA-2179: Request for a Certificate of Appropriateness to allow the
demolition of a residential structure.
Location: 2204 Pecos
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. The subject structure was
tagged on March 24, 2009. The inspection report shows the deficiencies
with the structure.
Mr. Richardson recommended approval.
Slides of the subject property were shown.
Ms. Loiacano addressed the Commission and answered questions.
Commissioner Craig made a motion to approve a Certificate of
Appropriateness to allow the demolition of a residential structure at 2204
Pecos as requested in CA-2179. Commissioner Sigee seconded the motion.
Motion to approve carried 8:0.

6) CA-2180: Request for a Certificate of Appropriateness to allow the
demolition of a residential structure.
Location: 2180 Pecos
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. Ms. Loiacano states that the
structure was tagged on April 30, 2010. The inspection report shows the
deficiencies with the structure.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
Ms. Loiacano addressed the Commission and answered questions.
Commissioner Craig made a motion to approve a Certificate of
Appropriateness to allow the demolition of a residential structure at 2180
Pecos as requested in CA-2180. Commissioner Turner seconded the
motion. Motion to approve carried 7:1 (New).
7) CA-2182: Request for a Certificate of Appropriateness to allow the
demolition of a residential structure.
Location: 2255 Angelina
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. This item is a request for a
certificate of appropriateness to allow the demolition of a residential
structure and a garage at 2255 Angelina.
Ms. Loiacano states that the structure was tagged on April 19, 2011. The
inspection report shows the deficiencies with the structures.
Mr. Richardson recommended approval of the request.

Commissioner Craig made a motion to approve a Certificate of
Appropriateness to allow the demolition of a residential structure and

garage at 2255 Angelina as requested in CA-2182. Commissioner Sigee
seconded the motion. Motion to approve carried 8:0.
8) Historic Preservation Loan Program
Mr. Richardson stated that there was $128,629.50 available.
9) Director=s Report
Mr. Richardson informed the Commission that he would be presenting
some possible changes to the historic district ordinance as far as types of
fences permitted, appeal process, etc.
10) Historic District Code Enforcement Report
Ms. Varela distributed the code enforcement report.
