HISTORIC LANDMARK COMMISSION
May 14, 2012

A Regular Meeting of the Historic Landmark Commission was held on May 14, 2012 at
3:30 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner LaBiche made a motion to approve the minutes of the Regular
Meeting held March 12, 2012. Commissioner Sigee seconded the motion. Motion
to approve carried 7:0.
REGULAR MEETING
1) File 2143: Request for a Certificate of Appropriateness to allow the
replacement of windows.
Location: 2450 Liberty
Applicant: Ashley Thibodeaux
Mr. Richardson presented the staff report. Ashley Thibodeaux, the
property owner, has applied for a certificate of appropriateness to allow the
replacement of the windows in her house. The house currently has one
over one windows. One of the front windows has been damaged and
replaced it with a white frame six over six vinyl or aluminum window. Ms.
Thidodeaux states that she would like to eventually replace all of the other
existing windows with six over six windows.
Mr. Richardson recommended approval subject to replacement windows
being the same size as the existing windows.
Slides of the subject property were shown.
Chairman Blazek asked for the applicant=s comments.
Ms. Thibodeaux addressed the Commission.
Commissioner New made a motion to deny a Certificate of
Appropriateness to allow the replacement of windows at 2450 Liberty as
requested in File 2143. Chairman Blazek seconded the motion. Motion
to deny carried 7:0.
2) CA-2149: Request for a Certificate of Appropriateness to allow the
replacement of a concrete tile roof with architectural shingles.
Location: 1820 North Street
Applicant: Enrique Magdaleno
Mr. Richardson presented the staff report. Enrique Magdaleno, the
property owner, would like to replace the tile roof with 30 year black
architectural shingles. The house is listed in the 1990 SPARE Beaumont
Survey. SPARE states that the house was built c. 1922 and is of the
Vernacular Craftsman style.
Mr. Richardson recommended approval of the request.
Chairman Blazek asked for the applicant=s comments.
Mr. Torres, contractor for Mr. Magdaleno, addressed the Commission.
Commissioner LaBiche made a motion to approve a Certificate of
Appropriateness to allow the replacement of a concrete tile roof with
architectural shingles at 1820 North Street as requested in CA-2149,
subject to the salvaging of roof tiles. Commissioner Linsley seconded the
motion. Motion to approve carried 7:0.

3) CA-2152: Request for a Certificate of Appropriateness to allow the
enclosing of a side porch.
Location: 2007 Hazel
Applicant: Larry Jackson
Mr. Richardson presented the staff report. The property owner would like
to enclose the side porch so that the space can be converted into an interior
walk-in closet. The contractor has been able to find 117 siding that will
match the existing siding on the rest of the house. The enclosure will have
no windows and the siding will be painted to match the existing color on
the house.
The house is listed in the 1990 SPARE Beaumont Survey. SPARE states
that house was built c. 1917 and is of the Craftsman style.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
Chairman Blazek asked for comments.
Larry Jackson, the applicant, addressed the Commission.
Commissioner New made a motion to approve a Certificate of
Appropriateness to allow the enclosing of a side porch at 2007 Hazel as
requested in CA-2152. Commissioner LaBiche seconded the motion.
Motion to approve carried 7:0.
4) CA-2154: Request for a Certificate of Appropriateness to allow the
demolition of a structure.
Location: 2340 Long
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. Pam Loiacano, the City of
Beaumont Demolition Coordinator, states that the structure was tagged in
March, 2011. The exterior brick has been damaged by smoke and the
deck and all of the interior have suffered fire damage. Ms. Loiacano states
that the house will need to be totally gutted, if not demolished.
The house is listed in the 1991 SPARE Beaumont Survey. SPARE states
that the house was constructed c. 1942 and is of the Traditional style.

Mr. Richardson recommended approval of the request.

Chairman Blazek asked for comments.
Pam Loiacano, Demolitions Coordinator, addressed the Commission and
discussion followed.
Commissioner New made a motion to approve a request for a Certificate of
Appropriateness to allow the a Certificate of Appropriateness to allow the
demolition of a structure at 2340 Long as requested in CA-2154.
Commissioner Sigee seconded the motion. Motion to approve carried 7:0.
5) CA-2157: Request for a Certificate of Appropriateness to allow the
construction of a new maintenance and storage barn for the
McFaddin-Ward Museum.

Location: 707 N. 3 Street
Applicant: David Goodell
Mr. Richardson presented the staff report. David Goodell, representing
McFaddin-Ward Museum, states that the 1,540 sq. ft. building will be

constructed on a vacant lot at the northwest corner of North and 3 Street.
The building will be of wood frame construction with 8" hardiplank
siding. Windows will one over one white vinyl. The structure will be
painted white. There will be two 8' x 10' rolling doors on the north side of
the structure. An existing garage apartment building on the adjacent
property will be torn down once the new building is complete.
Mr. Richardson recommended approval subject to the building being
setback 25' from the front property line.
Slides of the subject property were shown.
Chairman Blazek asked for the applicant=s comments.
David Goodell addressed the Commission.
Commissioner LaBiche made a motion to approve a Certificate of
Appropriateness to allow the construction of a new maintenance and

storage barn for the McFaddin-Ward Museum at 707 N. 3 Street as
requested in CA-2157. Commissioner Sigee seconded the motion.
Motion to approve carried 7:0.
6) Historic Preservation Loan Program
Mr. Richardson stated that there was $126,562.84 available.
7) Director=s Report
Mr. Richardson addressed the Commission in reference to a letter that was
submitted to them from the Oaks Historic District Association. The letter
asked that the approval of CA-2139 on April 9, 2012 that permitted a 8'
corrugated tin fence to remain at 2635 Hazel be reconsidered and the
decision reversed.
8) Historic District Code Enforcement Report
Ms. Varela distributed the code enforcement report.
