Eliot New Commissioner Marsha Normand Commissioner LinMarie Garsee Commissioner Thomas Sigee Commission members absent: Chairman Paula Blazek Commissioner Marie Broussard Commissioner Judy Linsley Councilmembers present: Councilmember-at Large Gethrel Wright Councilmember Mike Getz Councilmembers absent: Councilmember Alan Coleman Also present: Steve Richardson, Planning Manager; Jill Cole, Recording Secretary; Adina Ward, Planner; Pam Loiacano, Demolitions Coordinator; Anna Varela, Historic District Code Enforcement Officer APPROVAL OF MINUTES Commissioner New made a motion to approve the minutes of the Regular Meeting held March 12, 2012. Commissioner Sigee seconded the motion. Motion to approve carried 8:0. REGULAR MEETING 1) File 2128: Request for a Certificate of Appropriateness to allow the construction of a carport. th Location: 665 N. 6 Street Applicant: Beverly Wilson Historic Landmark CommissionApril 9, 2012 (Commissioner Craig arrived.) Mr. Richardson presented the staff report. Beverly Wilson would like to construct an all metal carport on the site of a demolished garage. The support structure will be all metal with a flat in roof. The Historic District regulations state that accessory buildings must be compatible with the scale, shape, roof form, materials, detailing and color of the main building. Accessory buildings must have pitched roofs. The carport can be seen from the street. Mr. Richardson recommended denial of the request. Slides of the subject property were shown. Commissioner LaBiche, acting as Chairman, asked for comments. The applicant was not present. Commissioner New made a motion to deny a Certificate of th Appropriateness to allow the construction of a carport at 665 N. 6 Street as requested in File 2128. Commissioner Turner seconded the motion. Motion to approve carried 9:0. 2) CA-2132: Request for a Certificate of Appropriateness to allow the demolition of a structure. Location: 2195 Angelina Applicant: City of Beaumont Building Codes Division Mr. Richardson presented the staff report. Pam Loiacano states that the house was tagged on January 27, 2011. The City also issued a board and secure notice in November, 2011 but the house was never secured. The house has been deemed in very poor condition. Mr. Richardson recommended approval of the request. Commissioner LaBiche asked for comments. Ms. Loiacano addressed the Commission and answered questions about the property. Discussion followed between staff and the Commission. 2 Historic Landmark CommissionApril 9, 2012 Commissioner Craig made a motion to approve the request for a Certificate of Appropriateness to allow the demolition of a structure at 2195 Angelina as requested in CA-2132. Commissioner New seconded the motion. Motion to approve the demolition carried 9:0. 3) CA-2139: Request for a Certificate of Appropriateness to allow the construction of a fence. Location: 2635 Hazel Applicant: John Busceme Mr. Richardson presented the staff report. John Busceme states that he has had numerous instances of trespassing and break-ins. He started constructing a fence that consists of corrugated tin sheets laid horizontally. Upon receipt of a complaint, the City put a stop-work order on the fence. The Historic District regulations state that fences must be constructed and maintained in a vertical fashion. Metals fences must compatible with the style and period of the main building. Chain link, barbed and razor wire fences are permitted only in the back yard and must not be visible from abutting streets. The fence is not visible from Hazel. However, it is visible from North. However, Hazel is the abutting street. The Zoning Ordinance also states that approval may be granted of a fence that is not in compliance if the applicant established that the fence is historically sensitive or unless the absence of said fence poses a significant hazard to life or property. Mr. Richardson recommended denial of the request. Slides of the subject property were shown. Commissioner LaBiche asked for comments. John Busceme, the applicant, addressed the Commission and discussion followed. Commissioner Garsee made a motion to approve a request for a Certificate of Appropriateness (CA-2139) to allow the construction of a fence at 2635 Hazel subject to the following conditions:  The fence shall be topped with a 2" x 6" wood cap and the corners and all seams shall be covered with 1" x 4" wood trim.  The corrugated tin shall be painted hunter green. 3 Historic Landmark CommissionApril 9, 2012  All work shall be completed by June 9, 2012. Commissioner Chodzinski seconded the motion. Motion to approve carried 7:2 (New, Turner). 4) CA-2141: Request for a Certificate of Appropriateness to allow the demolition of a structure. Location: 1785 North Street Applicant: City of Beaumont Building Codes Division Mr. Richardson presented the staff report. Ms. Loiacano states that the house was originally tagged on June 21, 2011. The house has fire damage and is in poor condition. Mr. Richardson recommended approval of the request. Slides of the subject property were shown. Commissioner LaBiche asked for comments. Commissioner Sigee made a motion to approve a request for a Certificate of Appropriateness to allow the demolition of a structure at 1785 North Street as requested in CA-2141. Commissioner Norman seconded the motion. Motion to approve demolition carried 9:0. 5) Historic Preservation Loan Program Mr. Richardson stated that there was $125,358.80 available. 6) Director=s Report 7) Historic District Code Enforcement Report Ms. Varela distributed the code enforcement report. OTHER BUSINESS Commissioner Garsee reported on the meeting of the Jersey Farm Village Subdivision residents. The residents had previously approached the City about the subdivision becoming a historic district, but is now considering 4 Historic Landmark CommissionApril 9, 2012 becoming a Conservationist Area.
