HISTORIC LANDMARK COMMISSION

A Regular Meeting of the Historic Landmark Commission was held on February 13, 2012 at
3:30 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Garsee made a motion to approve the minutes of the Regular
Meeting held January 9, 2012. Commissioner New seconded the motion. Motion
to approve carried 7:0.
REGULAR MEETING
1) CA-2093: Request for a Certificate of Appropriateness to allow a carport.
Location: 2190 Ashley
Applicant: Sharwin Black

Mr. Richardson presented the staff report. Sharwin Black, the property
owner, would like to construct an 18' x 20' metal carport at the rear of her
house.
Ms. Black states that she has had problems with vandalism of her cars.
She would like to construct a carport similar to the one in the photo
included in the staff report. There is an existing garage on the property
but Ms. Black states that the garage is too small for cars. A six foot
chainlink fence exists along the west property line. The rest of the rear
yard is surrounded by a 4' tall chainlink fence.
The site plan shows the proposed carport sitting 9' from the property line
th
along 6 Street. The carport must be a minimum of 10' from the side
property line.
The Historic District regulations state that accessory buildings must be
compatible with the scale, shape, roof form, materials, detailing and color
of the main building. Pre-fabricated metal accessory buildings are
permitted if they are completely screened from view of any abutting street.
Mr. Richardson recommended denial of the proposed metal building. If
the Historic Commission wants to approve the carport as submitted, Mr.
Richardson recommended that an 8' tall wood screening fence be installed
along the property line and that the roof be the same color as the roof of
the house.
Slides of the subject property were shown.
(Commissioner Craig arrived.)
Commissioner Turner, acting as Chairman, asked for the applicant=s
comments.
Ms. Black, the applicant, addressed the Commission. Mr. Turner offered
to look at Ms. Black=s property and suggest some possible solutions.
Discussion followed regarding tabling of the request.
Commissioner Craig made a motion to table a Certificate of
Appropriateness to allow a carport at 2190 Ashley as requested in
CA-2093. Commissioner Sigee seconded the motion.

Commissioner New suggested that a motion to denial be made.
Commissioner Craig withdrew her motion to table the request.
Commissioner Sigee seconded the withdrawal.
Commissioner New made a motion to deny a request for a Certificate of
Appropriateness to allow a carport at 2190 Ashley as requested in
CA-2093. Commissioner Jenkins seconded the motion. Motion to deny
carried 8:0.
2) Historic Preservation Loan Program
Mr. Richardson stated that there was $123,692.14 available.
3) Director=s Report
Mr. Richardson stated that an application had been made by citizens in the
Jersey Farm Village Subdivision to create a historic district. The
boundaries and information was submitted and City Administration does
not want to pursue it at this time. Mr. Richardson stated that if the
Commission wanted to discuss the application, that it could be put on the
next agenda. Commissioner Garsee asked if it could be put on the April
agenda, as she will be unable to attend the March meeting.
