HISTORIC LANDMARK COMMISSION
January 9, 2012

A Regular Meeting of the Historic Landmark Commission was held on January 9, 2012 at
3:30 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Craig made a motion to approve the minutes of the Regular Meeting
held December 12, 2011. Commissioner New seconded the motion. Motion to
approve carried 8:0.
REGULAR MEETING
1) CA-1817: Request for a Certificate of Appropriateness to allow a metal
carport and a metal storage building.
Location: 2495 Angelina
Applicant: Kendall Simien
Mr. Richardson presented the staff report. The request is a
reconsideration of CA-1817 which was approved by the Historic Landmark
Commission in May, 2010 subject to two conditions:
The carport must be completely screened by a fence.
The roof of the carport must be painted the same color as the roof
on the house.
On December 13, 2011, the Code Enforcement Officer sent Mr. Simien a
letter stating that he had made no attempt to comply with the CA. Ms.
Varela gave him until January 15, 2012 to comply.
Prior to the holidays, Mr. Simien spoke with Ms. Varela and Mr.
Richardson to see about enclosing the carport on all sides with treated
plywood and installing a 6' tall wood screening fence. He is also asking
for an extension to allow for the use of his tax refund to do the work. Mr.
Richardson told Mr. Simien that if he wished to change the conditions of
approval, he would have to reappear before the Historic Commission.
As can be seen from the attached photos, the carport originally had metal
sides and the metal storage building was located west of the carport. In
the second set of photos, the west wall of the carport has been removed
and the metal storage building has been relocated to the rear of the carport.
Since the roof is being painted the same color as the roof of the house, Mr.
Richardson recommended that an 8' tall wood screening fence be allowed.
From the bottom of the roofline to grade is approximately 7 2'. Mr.
Richardson feels that the painted roof will be less conspicuous than a 10' or
higher fence.
Slides of the subject property were shown.

Chairman Blazek asked for the applicant=s comments.
Kendall Simien, the applicant, addressed the Commission and discussion
followed.
Commissioner Turner made a motion to approve a request for a Certificate
of Appropriateness to allow a metal carport and a metal storage building at
2495 Angelina as requested in CA-1817, subject to the following
conditions:
The carport must be screened by an 8' fence.
The roof of the carport must be painted the same color as the roof

The work is to be completed by June 1, 2012.
Commissioner New seconded the motion. Motion to approve carried 9:0.
2) Historic Preservation Loan Program
Mr. Richardson stated that there was $122,858.81 available.
