HomeMy WebLinkAbout6-10-13 HLC Minutes * M I N U T E S * HISTORIC LANDMARK COMMISSION June 10, 2013 City Hall, 801 Main Street, Beaumont, Texas A Regular Meeting of the Historic Landmark Commission was held on June 10, 2013 and called to order at 3:30 p.m. with the following members present: Chairman Paula Blazek Commissioner Judy Linsley Commissioner Darlene Chodzinski Commissioner Dohn LaBiche Commissioner Marty Craig Commissioner Jef Russell Commissioner Eliot New Commissioner Thomas Sigee Commission Members absent: Commissioner Marie Broussard Commissioner Norris Turner Commissioner Marsha Normand Commissioner LinMarie Garsee Councilmembers present: Mayor Pro-Tem Gethrel Wright Councilman Mike Getz Councilmembers absent: Councilmember Alan Coleman Also present: Bill Cobabe, Senior Planner, Adina Ward, Planner II, Jill Cole, Recording Secretary, Anna Varela, Historic District Code Enforcement Officer; Chris Boone, Community Development Director APPROVAL OF MINUTES Commissioner LaBiche made a motion to approve the minutes of the Regular Meeting held April 8, 2013. Commissioner Sigee seconded the motion. Motion to approve carried 7:0. REGULAR MEETING 1) CA-2270: Request for a Certificate of Appropriateness to allow the construction of a pigeonaire. Location: 2411 South Street Applicant: Kenneth Berryhill Historic Landmark Commission June 10, 2013 (Commissioner Craig arrived.) Ms. Ward presented the staff report. Kenneth Berryhill has applied for a certificate of appropriateness to construct a pigeonaire in the left corner of his front yard at 2411 South Street. With the strong Creole influence in Southeast Texas and Beaumont, such a structure will enhance the district. Mr. Berryhill is proposing an 8’x8’ antique brick structure no more than 14’ in height. The Louisiana Office of Cultural Development, Division of Historic Preservation states, “Pigeonniers, small towers with nesting boxes for birds on their upper floors, were found on the most prosperous of Creole plantations . . . and were placed so as to ornament the overall appearance of the plantation complex.” Staff recommends approval of the request subject to the Board of Adjustment granting any needed setback variances. Slides of the subject property were shown. Chairman Blazek asked for the applicant’s comments. Mr. Berryhill addressed the Commission and answered questions. Commissioner Craig made a motion to approve a Certificate of Appropriateness to allow the construction of a pigeonaire at 2411 South Street as requested in CA-2270. Commissioner Russell seconded the motion. Motion to approve carried 8:0. 2) CA-2275: Request for a Certificate of Appropriateness to replace 3” reveal shiplap style siding with 5” reveal. Location: 2335 North Street Applicant: Gustavo Garcia Ms. Ward presented the staff report. The applicant, Mr. Garcia, wishes to cover 3” shiplap siding with 5” shiplap on his house at 2335 North Street. This change should not significantly change the appearance of the structure. Mr. Garcia is also requesting to construct a storage building in his rear yard. The storage building will meet all requirements and, if approved, will use matching 5” shiplap. The house is listed in the 1991 SPARE Beaumont Survey. SPARE states that the house was built c. 1923. The house is a common house form built in Beaumont in the 1920’s. Staff recommends approval of the request. Slides of the subject property were shown. Chairman Blazek asked for the applicant’s comments. 2 Historic Landmark Commission June 10, 2013 Mr. Garcia addressed the Commission and answered questions. Discussion followed between the Commission and staff. Commissioner LaBiche made a motion to deny a Certificate of Appropriateness to replace 3” reveal shiplap style siding with 5” reveal shiplap on the house at 2335 North Street as requested in CA-2275 but would approve 5” shiplap on the proposed storage building in the rear yard. Commissioner New seconded the motion. Motion to deny carried 6:2 (Russell, Sigee). 3) CA-2279: Request for a Certificate of Appropriateness to allow the demolition of a residential structure. Location: 2507 Rusk Street Applicant: City of Beaumont Building Codes Division Ms. Ward presented the staff report. The Deputy Building Official, Boyd Meier, applied for a certificate of appropriateness to allow the demolition of a residential structure located at 2507 Rusk Street. He stated that the structure was tagged on December 12, 2012. In a December 12, 2012 letter sent to the property owner, it is stated that the house is in a state of deterioration that is in violation of the Unsafe Substandard Structures Ordinance, Chapter 24 of the Code of Ordinances. The inspection report states further that the front roof is extremely deteriorated. Exterior siding is pulling away from the house, windows are in poor condition and the exterior has water damage throughout. Slides of the subject property were shown. Chairman Blazek asked for comments. Mr. Meier addressed the Commission and stated that multiple attempts were made to contact the owner with no response. Discussion followed between Mr. Meier and the Commission. Commissioner Sigee made a motion to approve a Certificate of Appropriateness to allow the demolition of a residential structure at 2507 Rusk Street as requested in CA-2279. Commissioner New seconded the motion. Motion to approve carried 8:0. 4) CA-2280: Request for a Certificate of Appropriateness to allow the demolition of a residential structure. Location: 2255 Rusk Street Applicant: City of Beaumont Building Codes Division Ms. Ward presented the staff report. The Deputy Building Official, Boyd Meier, applied for a certificate of appropriateness to allow the demolition of a residential structure located at 2255 Rusk Street. He stated that the structure was tagged on January 14, 2013. In an August 9, 2012 letter sent to the property owner, it is stated that the house is in a state of deterioration that is in violation of the Unsafe Substandard Structures Ordinance, Chapter 24 of the Code of Ordinances. The inspection report states further that the structure is open and accessible and is being vandalized. 3 Historic Landmark Commission June 10, 2013 The house is listed in the 1990 SPARE Beaumont Survey. SPARE states that the house was built c. 1928 and is of the Craftsman style. The house is a fine example of Craftsman style houses built in Beaumont in the 1920's and the 1930's. Slides of the subject property were shown. Mr. Meier addressed the Commission. Commissioner Craig made a motion to approve a Certificate of Appropriateness to allow the demolition of a residential structure at 2255 Rusk Street as requested in CA-2280. Commissioner New seconded the motion. Motion to approve carried 8:0. 5) CA-2281: Request for a Certificate of Appropriateness to allow the demolition of a residential structure. Location: 2402 South Street Applicant: City of Beaumont Building Codes Division Ms. Ward presented the staff report. Boyd Meier, Deputy Building Official, has applied for a certificate of appropriateness to allow the demolition of a residential structure located at 2402 South Street. He stated that the structure was tagged on January 25, 2013. The inspection report states that the structure has extensive deterioration and suffered fire damage upstairs. Based on the extensive repairs needed, staff is recommending the structure be demolished. All damaged electrical wiring and electrical fixtures would need to be replaced. In addition, all damaged plumbing and plumbing fixtures would need to be replaced. Chairman Blazek asked for comments. Mr. Meier addressed the Commission and answered questions. Commissioner New made a motion to approve a Certificate of Appropriateness to allow the demolition of a residential structure at 2402 South Street as requested in CA-2281. Commissioner LaBiche seconded the motion. Motion to approve carried 8:0. 6) Historic Preservation Loan Report Ms. Ward stated that there was $139,208.57 available. 7) Director’s Report No comments were made. 8) Historic District Code Enforcement Report Mrs. Varela distributed the report to the Commission.
