A Regular Meeting of the Historic Landmark Commission was held on April 8, 2013 and called to order
at 3:30 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Broussard made a motion to approve the minutes of the Regular Meeting held
March 11, 2013. Commissioner Craig seconded the motion. Motion to approve carried 8:0.
REGULAR MEETING
1) CA-2252: Request for a Certificate of Appropriateness to allow the construction of a storage
building.
Location: 2598 Rusk
Applicant: Melchor Arevalo

Ms. Ward presented the staff report. Melchor Arevalo has applied for a certificate of
appropriateness to construct a storage building with a flat roof. The property is located at
2598 Rusk.
Sec. 28.03.018(g)(1)(M)(iv) of the Zoning Ordinance states, “The degree and direction of
roof slope and pitch must be typical of the style and period of the main building and
compatible with existing building forms in the historic district. In no case is a roof
permitted with a pitch less than a four and one-half (4-1/2) inch rise in any twelve (12)
inch horizontal distance. Flat roof designs are not permitted on main or accessory
buildings or structures, except that a covered porch or porte cocheres may have a flat roof
that is typical of the style and period of the main building.”
Staff recommended denial of the request.
Slides of the subject property were shown.
Commissioner New, acting as Chairman, asked for the applicant’s comments.
Melchor Arevalo, the applicant, addressed the Commission. Ms. Ward assisted in the translation.
Mr. Arevalo stated that when he bought the property that the garage was already gone and it was
just concrete. The purpose of the construction was to create a shaded area because there are no
trees on the property. He was given the wood that and was going to use it on a temporary basis
until he could build an actual garage. He was making a shaded area like a patio cover, not for
storage.
In response to Commissioner New, Mr. Arevalo said he planned to use sheet metal or corrugated
tin for the roof material.
Discussion of possibly putting a pitched roof on what is there now. Mr. Arevalo asked if he could
use a plastic material instead of metal.
Commissioner LaBiche said that in the District, permitted were shingles, tile, etc.
The applicant suggested a tent type material for shade just on a temporary basis. In response to
Commissioner LaBiche, the applicant stated that he does not have insurance on the house and
Commissioner LaBiche reiterated that he wouldn’t be able to insurance the structure as it is.
Mrs. Varela voiced concerns about the structure withstanding a windstorm.
The applicant said that it is much sturdier than it appears and will be durable when he is finished.
Commissioner Sigee made a motion to deny the construction of a flat roof on a storage building
at 2598 Rusk as requested in CA-2252. Commissioner LaBiche seconded the motion. Motion to
deny carried 8:0.

Ms. Ward stated that there was $138,374.04 available.

Mrs. Varela distributed the report to the Commission.
