HISTORIC LANDMARK COMMISSION
February 11, 2013

A Regular Meeting of the Historic Landmark Commission was held on February 11, 2013 at
3:30 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Turner made a motion to approve the minutes of the Regular
Meeting held December 10, 2012. Commissioner Sigee seconded the motion.
Motion to approve carried 7:0.
REGULAR MEETING
1) CA-2232: Request for a Certificate of Appropriateness to allow the
demolition of a residential structure.
Location: 2305 Harrison
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. Boyd Meier, Deputy Building
Official, states that the subject structure was tagged on March 29, 2012.
The inspection
report states that the foundation is deteriorated and rotten. The structure
is sitting on the ground.
The house is listed in the 1991 SPARE Beaumont survey. The house was
built c. 1930 is of the National Folk style.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
Mr. Meier addressed the Commission.
Commissioner Linsley made a motion to approve a Certificate of
Appropriateness to allow the demolition of a residential structure at 2305
Harrison as requested in CA-2232. Commissioner Russell seconded the
motion. Motion to approve carried 7:0.
2) CA-2235: Request for a Certificate of Appropriateness to allow the
demolition of a residential structure.
Location: 2151 Broadway
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. Boyd Meier states that the
structure was tagged on June 25, 2012. The inspection report states that
the structure is open and accessible and illegal activity is taking place.
The structure is listed in the 1989 SPARE Beaumont survey. The house
was built c. 1910 and is of the Vernacular Neoclassical style.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
Mr. Meier addressed the Commission.
Commissioner Broussard made a motion to approve a Certificate of
Appropriateness to allow the demolition of a residential structure at 2151
Broadway as requested in CA-2235. Commissioner Turner seconded the
motion. Motion carried 7:0.
3) CA-2236: Request for a Certificate of Appropriateness to allow the
demolition of a residential structure.
Location: 2245 Angelina
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. Mr. Meier states that the

structure was tagged on August 10, 2012. On August 13, 2012, a letter
was sent to the property owner informing him that the house is in a state of
deterioration that is in violation of the Unsafe Substandard Structure
Ordinance, Chapter 24 of the Code of Ordinances.
The house is listed in the 1991 SPARE Beaumont survey. The house was
built c. 1925 and is of the Craftsman style.
Mr. Richardson recommended approval of the request.

Mr. Meier addressed the Commission.
Commissioner New made a motion to approve a Certificate of
Appropriateness to allow the demolition of a residential structure at 2245
Angelina as requested in CA-2236. Commissioner Turner seconded the
motion. Motion to approve carried 7:0.
4) CA-2237: Request for a Certificate of Appropriateness to allow the
demolition of a residential structure.
Location: 2331 Angelina
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. Mr. Meier states that the
structure was tagged on August 8, 2012. On August 9, 2012, a letter was
sent to the property owner stating that the house is in a state of
deterioration that is in violation of the Unsafe Substandard Structures
Ordinance, Chapter 24 of the Code of Ordinances. The inspection report
states that the structure is open and accessible and is being vandalized.
Some of the vinyl is missing causing wood to be exposed to weather
causing deterioration and paint peeling.
The house is not listed in the SPARE Beaumont survey.
Mr. Richardson recommended approval of the request.

Commissioner New made a motion to approve a Certificate of
Appropriateness to allow the demolition of a residential structure at 2331

Angelina as requested in CA-2237. Commissioner Sigee seconded the
motion. Motion to approve carried 7:0.
5) CA-2240: Request for a Certificate of Appropriateness to allow a new
asphalt driveway and a parking area in the front yard.
Location: 2429 Broadway
Applicant: Eric and Roxanne Helberg
Mr. Richardson presented the staff report. The property owners state that
the driveway and parking area used to be covered with caliche. With cars
parking on these surfaces for many years, the caliche has been worn away.
The property has been a rental structure with two rental units since at least
1995. The Oaks Historic District was expanded to the south side of
Calder in 1996.
The Helbergs would now like to pave the driveway and the front parking
area with asphalt. An inspection of the rear of the subject property shows
that there is room for the parking of possibly three cars plus maneuvering
area. However, the nine foot wide driveway is rather narrow for any car
backing out.
Mr. Richardson recommended approval of the request. The positive
recommendation is based on the fact that parking in the front yard has been
ongoing since before or at least as long as the Oaks Historic District was
created on the south side of Calder. In 2012, Jason=s Deli, which is across
the street from the subject property, paved all of its parking areas, as
required by the City. This paving includes parking areas in the front yard
where cars have parked for years.

Eric Helberg, the applicant, addressed the Commission.
Discussion followed regarding landscaping options around the paving.
Commissioner Turner made a motion to approve a Certificate of
Appropriateness to allow a new asphalt driveway and a parking area in the

front yard at 2429 Broadway as requested in CA-2240, subject to installing
a plant barrier along the back side of the sidewalk running east and west
and along either side of the sidewalk leading up to the house.
Commissioner Russell seconded the motion. Motion to approve carried
7:0.
6) Historic Preservation Loan Program
Mr. Richardson stated that there was approximately $138,274.04 available.

No comments were made.
5) Historic District Code Enforcement Report
No report was presented.
OTHER BUSINESS
Announcements of the Annual Preservation Bash to be held April 6 and the
Historic District Masquerade Ball to be held April 13.
