A Regular Meeting of the Historic Landmark Commission was held on October 13, 2014 and
called to order at 3:30 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Russell made a motion to approve the minutes of the Regular Meeting
held September 8, 2014. Commissioner Turner seconded the motion. Motion to approve
carried 7:0.
REGULAR MEETING
1) CA-2425: Request for a Certificate of Appropriateness to install a circular driveway.
Location: 2515 Gladys
Applicant: Ericka Saucier
Ms. Ward presented the staff report. The applicant, Ericka Saucier would like to
construct a circular driveway in the front yard of her home located at 2515 Gladys
Avenue. The approval of this request would allow Ms. Saucier to park several vehicles
in her front yard.
The house is listed in the 1991 SPARE Beaumont Survey. SPARE states that the house
was built c. 1942. The house is listed as an example of World War II housing.
Staff recommends denial of the request.
Slides of the subject property were shown. Discussion followed.
Commissioner Craig made a motion to deny a Certificate of Appropriateness to install a
circular driveway at 2515 Gladys Avenue as requested in CA-2425. Commissioner
Turner seconded the motion. Motion to deny carried 7:0.
2) CA-2426: Request for a Certificate of Appropriateness to allow the demolition of a
residential structure.

Location: 55 N. 5 Street
Applicant: Boyd Meier, Building Official for the City of Beaumont Building Codes
Ms. Ward presented the staff report. Mr. Meier states that the structure was tagged on
June 19, 2014. The inspection report found extensive termite and water damage. Based
on the extensive repairs needed, staff recommended the structure be demolished. All
electrical wiring, electrical fixtures, plumbing and plumbing fixtures would need to be
replaced.
The house is not listed in SPARE.
Exhibits are attached.
Discussion followed between the staff and Commissioners regarding attaching liens to
the property once the structure has been demolished.
Commissioner Russell made a motion to approve a Certificate of Appropriateness to

allow the demolition of a residential structure at 55 N. 5 Street as requested in CA-2426.
Commissioner Chodzinski seconded the motion. Motion to approve carried 7:0.
3) CA-2427: Request for a Certificate of Appropriateness to allow the demolition of a
residential structure.
Location: 1792 Hazel Avenue
Applicant: Boyd Meier, Building Official for the City of Beaumont Building Codes
Ms. Ward presented the staff report. Boyd Meier, Building Official, has applied for a
Certificate of Appropriateness to allow the demolition of a residential structure located at
1792 Hazel Avenue.
Mr. Meier stated that the structure was tagged on August 7, 2014. The inspection report
indicates the structure has suffered fire damage to the exterior and interior. Based on the
extensive repairs needed, staff recommended the structure be demolished. All electrical
wiring, electrical fixtures, plumbing and plumbing fixtures would need to be replaced.
The house is listed in the 1990 SPARE Beaumont Survey. SPARE states that the house
was built c. 1919. The house is listed as a rare example of Dutch Colonial Revival
architecture built after the first Spindletop boom.

Commissioner Craig made a motion to approve a Certificate of Appropriateness to allow
the demolition of a residential structure at 1792 Hazel Avenue as requested in CA-2427.
Commissioner Russell seconded the motion. Motion to approve carried 7:0.
4) CA-2428: Request for a Certificate of Appropriateness to allow the demolition of a
residential structure.
Location: 2344 Broadway
Applicant: Boyd Meier, Building Official for the City of Beaumont Building Codes
Ms. Ward presented the staff report. Boyd Meier, Building Official, has applied for a
Certificate of Appropriateness to allow the demolition of a residential structure located at
2344 Broadway.
Mr. Meier states that the structure was originally tagged on May 1, 2013. The inspection
report states that the structure has broken windows, broken doors, rotting wood, a
dilapidated roof and mold due to possible water damage. Based on the extensive repairs
needed, staff is recommending the structure be demolished. All electrical wiring,
electrical fixtures, plumbing and plumbing fixtures would need to be replaced.
The property is not listed in SPARE.
Slides were shown.
Discussion followed. Commissioner Craig made a motion to approve a Certificate of
Appropriateness to allow the demolition of a residential structure located at 2344
Broadway as requested in CA-2428. Commissioner Chodzinski seconded the motion.
Motion to approve carried 7:0.
5) Director’s Report
Commissioner Chodzinski reported that the Hinchee House was sold and has a new
owner. Dale Carter of Galveston, Texas is the new owner and he will be relocating to
Beaumont. Commissioner Chodzinski will no longer serve on the board. This was
officially her last meeting.
6) Historic District Code Enforcement Report
Ms. Varela distributed the report.
