HomeMy WebLinkAbout9-8-14 HLC Minutes * M I N U T E S * HISTORIC LANDMARK COMMISSION September 8, 2014 City Hall, 801 Main Street, Beaumont, Texas A Regular Meeting of the Historic Landmark Commission was held on September 8, 2014 and called to order at 3:30 p.m. with the following members present: Commissioner Judy Linsley Commissioner Norris Turner Commissioner Darlene Chodzinski Commissioner Dohn LaBiche Commissioner Jef Russell Commissioner Eliot New Commissioner Jason Cansler Commissioner LinMarie Garsee Commissioner Thomas Sigee Commissioner Marie Broussard Commission Members absent: Chairman Paula Blazek Commissioner Marty Craig Councilmembers present: Councilmember Mike Getz Councilmembers absent: Mayor Pro-Tem Alan Coleman Councilmember-at-Large Gethrel Wright Also present: Chris Boone, Director of Planning and Community Development; Adina Ward, Planner II; Jill Cole, Recording Secretary; Anna Varela, Oaks Historic District Code Enforcement Officer APPROVAL OF MINUTES Commissioner Russell made a motion to approve the minutes of the Regular Meeting held July 14, 2014. Commissioner LaBiche seconded the motion. Motion to approve carried 9:0. REGULAR MEETING 1) CA-2418: Request for a Certificate of Appropriateness to allow replacement of windows. Location: 2095 North Street Applicant: Helen Ingram and Maurice Newman Ms. Ward presented the staff report. The applicants, Helen Ingram and Maurice Newman recently purchased the property at 2095 North Street without the benefit of a title company, and began replacing windows. They have now applied for a certificate of appropriateness to allow the replacement of windows on the house. The house previously had eight (8) over one (1) and ten (10) over one (1) windows. The windows being used to replace these windows are one (1) over one (1). Mr. Newman states that identical windows could not be located. The house is listed in the 1990 SPARE Beaumont Survey. SPARE states that the house was built c. 1915. The house is listed as a fine example of middle class housing built in Beaumont after the first Spindletop boom, and is of the Craftsman style. Staff recommended approval of the request. Slides of the subject property were shown. Commissioner New, acting as Chairman, asked for the applicant’s comments. Mr. Newman and Ms. Ingram addressed the Commission and answered questions. Commissioner LaBiche made a motion to approve a Certificate of Appropriateness to allow the replacement of windows at 2095 North Street as requested in CA-2418. Commissioner Linsley seconded the motion. Motion to approve carried 10:0. 2) CA-2419: Request for a Certificate of Appropriateness to allow the demolition of a residential structure. Location: 2080 South Street Applicant: City of Beaumont Building Codes Division Ms. Ward presented the staff report. Boyd Meier, Building Official, has applied for a certificate of appropriateness to allow the demolition of a residential structure located at 2080 South Street. Mr. Meier states that the structure was tagged on July 14, 2014. The inspection report states that the structure has suffered fire damage and due to a large hole in the roof, also has water damage. Based on the extensive repairs needed, staff recommended the structure be demolished. All damaged electrical wiring and electrical fixtures would need to be repaired. The house is listed in the 1990 SPARE Beaumont Survey. SPARE states that the house was built c. 1930. The house is listed as an example of middle class housing built in Beaumont in the 1920’s and 1930’s, and is of the national folk style. Discussion followed by the Commission. Commissioner Turner made a motion to approve a Certificate of Appropriateness to allow the demolition of a residential structure at 2080 South Street as requested in CA-2419. Commissioner Sigee seconded the motion. Motion to approve carried 10:0. 3) CA-2420: Request for a Certificate of Appropriateness to allow the demolition of a residential structure. th Location: 325 7 Street Applicant: City of Beaumont Building Codes Division Ms. Ward presented the staff report. Boyd Meier, Building Official, has applied for a certificate of appropriateness to allow the demolition of a residential structure located at th 325 7 Street. Mr. Meier stated that the structure was originally tagged on August 9, 2013. However, the city has been expending efforts to abate violations at this property since before 2001. Attached is a list of 32 cases on file. The latest inspection report states that the structure has extensive deterioration and termite damage. Based on the extensive repairs needed, staff recommended the structure be demolished. The house is listed in the 1977, 1989 & 1990 SPARE Beaumont Surveys and has a local historic designation. SPARE states that the house was built c. 1895-1915, but the Beaumont Street directory first shows this address in 1904. The house is listed as an excellent example of Queen Ann homes built in Beaumont, and is one of the oldest in the Oaks Historic district. Discussion followed between the Commission and staff. Commissioner Turner made a motion to approve a C ertificate of Appropriateness to allow th the demolition of a residential structure at 325 7 Street as requested in CA-2420. Commissioner Cansler seconded the motion. Motion to approve failed 3:7. Mr. Boone addressed the Commission. Further discussion followed and it was suggested that the requested be put back on the agenda with additional information. 4) Director’s Report No comments were made. 5) Historic District Code Enforcement Report Ms. Varela distributed the report. OTHER BUSINESS THERE BEING NO OTHER BUSINESS, THE MEETING WAS ADJOURNED AT 4:09 P.M.
