Commissioner Sigee seconded the motion. Motion to approve carried 7:0. REGULAR MEETING 1) CA-2396: Request for a Certificate of Appropriateness to paint a house. Location: 2380 Hazel Applicant: Cassandra Williams (Commissioner New arrived.) Ms. Ward presented the staff report. Ms. Williams would like to paint her home at 2380 Hazel with Roycroft Mist Grey (SW2844), which is a pre-approved color. However, the trim would be a deep red color called Rookwood Red (SW2802). This trim color is not pre-approved with the grey. The house is listed in the 1991 SPARE Beaumont Survey. SPARE states that the house was built c. 1938. The house is listed as an example of a common house built in the 1930’s, and is of a colonial revival. Staff recommended approval of the request. Slides of the subject property were shown. Chairman Blazek asked for the applicant’s comments. Ms. Williams addressed the Commission and answered questions on color placement. Discussion followed between the Commission and Ms. Ward. Commissioner Russell made a motion to approve a Certificate of Appropriateness to paint the house at 2380 Hazel as requested in CA-2396 with the following conditions: ▪ Rookwood Red be used only on the trim around the double windows and the door. ▪ The front door should remain white. Commissioner Craig seconded the motion. Motion to approve carried 8:0. *Ms. Ward presented CA-2387, CA-2388, CA-2389 and CA-2390 together as they are all requests for the demolition of houses and construction of new houses. 2) CA-2387: Request for a Certificate of Appropriateness to allow the demolition of a house and construction of a new house. Location: 2560 Rusk Applicant: URS Corporation for SETRPC 3) CA-2388: Request for a Certificate of Appropriateness to allow the demolition of a house and construction of a new house. Location: 2580 Angelina Applicant: URS Corporation for SETRPC 4) CA-2389: Request for a Certificate of Appropriateness to demolish a house and construct a new house. Location: 2314 Rusk Applicant: URS Corporations for SETRPC 5) CA-2390: Request for a Certificate of Appropriateness to demolish a house and construct a new house. Location: 2210 South Street Applicant: URS Corporations for SETRPC URS Corporation for the South East Texas Regional Planning Commission has requested a certificate of appropriateness to allow the demolition of existing houses and the construction of new houses. The subject properties are 2560 Rusk, 2580 Angelina, 2314 Rusk and 2210 South Street. The demolition and new construction is being done under the Ike Disaster Recovery Program. The new houses will be of the Craftsman style. The approximately 1,260 sq. ft. homes will consist of two bedrooms, two baths, kitchen, living/dining room and a laundry room. The construction methods employed would dictate that the house be constructed on a 12" slab on grade foundation, wood framing, horizontal lap cement fiber siding and 30 year architectural roofing shingles. Windows will have white vinyl frames, and will be of a one over one appearance. The roof will have a 6/12 pitch and a front gable. The gabled front covered porch will have tapered columns. Paint and roof colors will be selected by the homeowner from the pre-approved pallet available in the Planning office. Most of the previous houses constructed under the Ike Disaster Recovery Program have been constructed with 24" finished floor elevations. This floor elevation has been used as a historic element to make the new construction blend in more with the existing structures in the Historic District. However, with a 24' finished floor elevation, a handicap ramp is necessary. FEMA’s engineering consultant estimates that it would cost $87,647.74, $171,293.39, $97,235.10 and $109,860.04 respectively to totally rehabilitate the houses which would put complete renovation beyond the capabilities of this program. The existing houses are not listed in SPARE. Planning staff recommended approval subject to the following conditions: 1. The finished floor elevation shall be 24”. 2. Parking shall be at the rear of the property with a handicap ramp along the west side of the house. 3. Roof overhang minimum shall be 12”. 4. Columns shall be constructed to resemble the Craftsman style. Slides of the properties were shown. Chairman Blazek asked for the applicant’s comments. Adrienne Campbell and Victoria Myers with URS Corporation addressed the Commission and answered questions. Discussion followed between the Commission, the applicants, staff and Councilman Getz regarding the rehab process versus new construction, costs, etc. Chairman Blazek made a motion to approve the demolition of a house and construction of a new house at 2560 Rusk as requested in CA-2387 with the following conditions: ▪ The finished floor elevation shall be 3’6” above grade, pier and beam. ▪ Parking and handicap ramps shall be at the rear of the property. ▪ Roof overhang minimum shall be 12”. ▪ Columns shall be constructed to resemble the Craftsman style. ▪ Windows shall be 6 over 1 configuration. ▪ Paint colors shall be selected from the pre-approved pallets. ▪ Entire property shall have sod landscaping.
