HISTORIC LANDMARK COMMISSION

A Regular Meeting of the Historic Landmark Commission was held on May 12, 2014 and called to order
at 3:30 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Sigee made a motion to approve the minutes of the Regular Meeting held March
10, 2014. Commissioner New seconded the motion. Motion to approve carried 8:0.
REGULAR MEETING
1) CA-2375: Request for a Certificate of Appropriateness to allow an 8 foot wide concrete parking
space in the front yard.
Location: 2125 Evalon
Applicant: Jose Ponce Villegas & Ignaciz Meza
Ms. Ward presented the staff report. The applicants, J ose Ponce Villegas & Ignacia Meza, are
asking to pour an 8 foot wide concrete parking space in the front yard of Mr. Villegas’
home at 2125 Evalon. Mr. Villegas states that maneuvering in and out of the existing
narrow drive, with multiple vehicles, is difficult. He feels the additional parking space
would relieve their parking issues.
The house is not listed in the SPARE Beaumont Survey.
Slides of the subject property were shown.
Staff recommended denial of the request.
Chairman Blazek asked for the applicant’s comments.
The applicant was not present.
Discussion followed between the Commission and Ms. Ward.
Commissioner Sigee made a motion to deny a Certificate of Appropriateness to allow an 8
foot wide concrete parking space in the front yard at 2125 Evalon as requested in CA-2375.
Commissioner Craig seconded the motion. Motion carried 8:0.
2) CA-2377: Request for a Certificate of Appropriateness to allow the painting of a house.
Location: 2610 Louisiana
Applicant: David Wier
Ms. Ward presented the staff report. David Wier will be painting his home at 2610
Louisiana. The color he has chosen, Classic Yellow SW2865, is found in Sherwin-
Williams Classical/Colonial collection. The trim would be a shade of brown called
Weathered Shingle sw2841 from the America’s Heritage pallet. Mr. Wier would like to
keep his existing red door.
The house is not listed in the SPARE Beaumont Survey.
Staff recommended approval of the request.
Slides of the subject property were shown.
Chairman Blazek asked for the applicant’s comments.
Mr. Weir addressed the Commission and answered questions.
Commissioner Craig made a motion to approve a Certificate of Appropriateness to allow the
painting of a house at 2238 Angelina as requested in CA-2377. Commissioner Russell seconded
the motion. Motion carried 8:0.
The Historic Landmark Commission heard and discussed the next four requests, CA-2387,
CA-2388, CA-2389 and CA-2390 together as far as how costs are calculated and other
information given by URS Corporation.
3) CA-2387: Request to demolish a house and construct a new house.
Location: 2560 Rusk Street
Applicant: URS Corporations for SETRPC
Ms. Ward presented the staff report. URS Corporation for the South East Texas Regional
Planning Commission has requested a certificate of appropriateness to allow the
demolition of an existing house and the construction of a new house. The property is
located at 2560 Rusk. The demolition and new construction is being done under the Ike
Disaster Recovery Program.
The new house will be of the Craftsman style. The approximately 1,260 sq. ft. house will
consist of two bedrooms, two baths, kitchen, living/dining room and a laundry room. The
construction methods employed would dictate that the house be constructed on a 12" slab
on grade foundation, wood framing, horizontal lap cement fiber siding and 30 year
architectural roofing shingles. Windows will have white vinyl frames, and will be of a
one over one appearance. The roof will have a 6/12 pitch and a front gable. The gabled
front covered porch will have tapered columns. Paint and roof colors will be selected by
the homeowner from the pre-approved pallet available in the Planning office.
Most of the previous houses constructed under the Ike Disaster Recovery Program have
been constructed with 24" finished floor elevations. This floor elevation has been used as
a historic element to make the new construction blend in more with the existing structures
in the Historic District. However, with a 24' finished floor elevation, a handicap ramp is
necessary.
FEMA’s engineering consultant estimates that it would cost $87,647.74 to totally
rehabilitate the house which would put complete renovation beyond the capabilities of
this program.
The existing house is not listed in SPARE.
Planning staff recommends approval subject to the following conditions:
1. The finished floor elevation shall be 24”.
2. Parking shall be at the rear of the property with a handicap ramp along the west
side of the house.
3. Roof overhang minimum shall be 12”.
4. Columns shall be constructed to resemble the Craftsman style.

Chairman Blazek asked for the applicants comments.
Adrienne Campbell and Victoria Myers addressed the Commission and answered
questions. Discussion followed regarding windows, how costs are calculated for repair of
the homes versus new construction, etc.
Discussion of tabling the requests pending additional information followed.
4) CA-2388: Request to demolish a house and construct a new house.
Location: 2580 Angelina Street
Applicant: URS Corporations for SETRPC
Ms. Ward presented the staff report. Planning staff recommends approval subject to the
following conditions:
1. The finished floor elevation shall be 24”.
2. Parking shall be at the rear of the property with a handicap ramp along the west
side of the house.
3. Roof overhang minimum shall be 12”.
4. Columns shall be constructed to resemble the Craftsman style.

Location: 2210 South Street
Applicant: URS Corporations for SETRPC
Ms. Ward presented the staff report. Planning staff recommends approval subject to the
following conditions:
1. The finished floor elevation shall be 24”.
2. Parking shall be at the rear of the property with a handicap ramp along the west
side of the house.
3. Roof overhang minimum shall be 12”.
4. Columns shall be constructed to resemble the Craftsman style.

Commissioner New made a motion to table CA-2387, CA-2388, CA-2389 and CA-2390
until more information is obtained from URS. Commissioner Russell seconded the
motion. Motion to table carried 8:0.
7) CA-2391: Request to construct a new house.
Location: 2430 North Street
Applicant: Akram Monala-Khalil
Ms. Ward presented the staff report. Planning staff recommended approval subject to the
following conditions:
1. The finished floor elevation shall be 24”.
2. Parking shall be at the rear of the property.
3. Roof overhang minimum shall be 12”.
Akram Monala-Khalil would like to build a new house on his vacant lot located at 2430
North Street. The approximately 2100 sq. ft. house will consist of four bedrooms, two
baths, kitchen, living/dining room and a laundry room. The construction methods
employed would dictate that the house be constructed on a 12" slab on grade foundation,
wood framing, horizontal lap cement fiber siding with an 8” reveal and black, 15 year,
three tab roofing shingles. Windows will be a standard 30”x32”, have white vinyl
frames, and will be of a two over two appearance. The hipped roof will have a 5.5/12
and 9/12 pitch. The front porch will stretch across the entire front of the house and have
tapered columns. The siding will be tan with white trim. Doors and shutters will be white
as well.
Most of the previous houses constructed in the district were constructed with 24" finished
floor elevations. This floor elevation has been used as a historic element to make the new
construction blend in more with the existing structures in the Historic District.
Chairman Blazek asked for the applicant’s comments.
Mr. Khalil addressed the Commission and answered questions regarding the preferred
wood windows instead of vinyl windows.
Commissioner New made a motion to approve a request to construct a new house at 2430
North Street as requested in CA-2391, subject to the following conditions:
1. The finished floor elevation shall be 24”.
2. Parking shall be at the rear of the property.
3. Roof overhang minimum shall be 12”.
4. The reveal on the siding shall be a maximum of 4”.
5. Windows shall appear to be wood construction.
Commissioner Garsee seconded the motion. Motion carried 8:0.
8) Director’s Report
Ms. Ward commented on the success of Marty Craig’s Historic Marker Placement
ceremony.
