HISTORIC LANDMARK COMMISSION
February 10, 2014

A Regular Meeting of the Historic Landmark Commission was held on February 10, 2014 and called to
order at 3:30 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Craig made a motion to approve the minutes of the Regular Meeting held
September 9, 2013. Commissioner Sigee seconded the motion. Motion to approve carried 7:0.
REGULAR MEETING
1) CA-2347: Request for a Certificate of Appropriateness to replace the front entrance and paint the
brick.
Location: 2597 North Street
Applicant: Kenneth and Vera Tipton
Ms. Ward presented the staff report. Kenneth and Vera Tipton applied for a certificate of
appropriateness to allow changes to their home located at 2597 North Street.
The asymmetrical extension of a front gable to roof a porch or enclose the entrance is
typical of Tudor Revival style. To replace the extension with another gable would
change the character of the house. Staff recommends repair of the existing entrance in
order to maintain this unique Tudor Revival characteristic.
Extensive repairs are needed for the brick and would leave an uneven appearance to the
grout. Painted brick was not uncommon in Tudor revival cottages and, therefore, would
not present an unsympathetic change.
The house is listed in the 1991 SPARE Beaumont Survey. SPARE states the house was
built c. 1940 and is of the Tudor Revival style.
Staff recommends denial of the request to replace the front entrance, and approval of the
request to paint the brick.
Slides of the subject property were shown.
Chairman Blazek asked for the applicant’s comments.
Vera Tipton addressed the Commission.
Chairman Blazek asked for comments in favor or in opposition. None were made.
Discussion followed with the Commission and Ms. Ward.
Commissioner New made a motion to approve the Certificate of Appropriateness to paint
the brick and repair the front entrance and gable as shown on the application but without
the fish scale shingles at 2597 North Street as requested in CA-2347. Commissioner Sigee
seconded the motion. Motion carried 7:0.
2) CA-2350: Request for a Certificate of Appropriateness to replace the front porch/patio.
Location: 2450 North Street
Applicant: Akram Monala Khalil
Ms. Ward presented the staff report. Akram Monala Khalil applied for a certificate of
appropriateness to allow replacement of the porch/patio for the house located at 2450
North Street.
The existing porch is small and out of scale with the structure. Mr. Khalil would like to
replace this existing porch with a more substantial platform and roof, providing more
protection from the weather for those entering the building. This new porch would also
be much more in scale with the rest of the structure.
The house is listed in the 1991 SPARE Beaumont Survey.
Staff recommended approval of this request.

Chairman Blazek asked for the applicant’s comments.
Mr. Khalil addressed the Commission.
Ms. Ward suggested that the request be approved with the condition that the front setback
be met, or a variance/special exception be approved by the Board of Adjustment.
Chairman Blazek asked for comments in favor or opposition. No comments were made.
Commissioner Russell made a motion to approve a Certificate of Appropriateness to replace the
front porch/patio on the house at 2450 North Street as requested in CA-2350, with the condition
that the front setback be met, or a variance/special exception be approved by the Board of
Adjustment. Commissioner Linsley seconded the motion. Motion to approve carried 7:0.
3) CA-2351: Request for a Certificate of Appropriateness to replace a flat roof with a pitched roof.
Location: 2520 Louisiana
Applicant: Spindletop Builders
Ms. Ward presented the staff report. Spi ndletop Builders applied for a certificate of
appropriateness on behalf of Joy Wallace to allow replacement of the flat roof on the east
wing of the house with a pitched roof at 2520 Louisiana Street.
The new roof would have a 3/12 pitch, allowing for improved drainage. A low pitched
roof, mimicking the main roof, is typical for an addition or wing of the Colonial Revival
style.
The house is not listed in the SPARE Beaumont Survey.
Staff recommended approval of the request.

A representative from Spindletop Builders addressed the Commission.
Chairman Blazek asked for comments in favor or in opposition. No comments were made.
Commissioner Craig made a motion to approve a Certificate of Appropriateness to allow
the replacement of a flat roof with a pitched roof at 2520 Louisiana as requested in CA-2351.
Comm issioner New seconded the motion. Motion to approve carried 7:0.
4) CA-2352: Request for a Certificate of Appropriateness to allow the demolition of a residential
structure.
Location: 2475 Rusk Street
Applicant: City of Beaumont Building Codes Division
Ms. Ward presented the staff report. Boyd Meier, Building Official for the City, applied for
a certificate of appropriateness to allow the demolition of a residential structure located at
2475 Rusk Street.
Mr. Meier states that the structure was tagged on September 13, 2013. The inspection
report states that the structure has extensive deterioration and termite damage. Based on
the extensive repairs needed, staff recommended the structure be demolished. All
damaged electrical wiring and electrical fixtures would need to be replaced.
The house is not listed in the SPARE Beaumont Survey.
Chairman Blazek asked Mr. Meier if he had any comments. In response to the
Commission, Mr. Meier said that the structure was vacant and that the City tried to
contact the owner, but the owner did not respond.
Commissioner Craig made a motion to approve a Certificate of Appropriateness to allow the
demolition of a residential structure at 2475 Rusk Street as requested in CA-2352. Commissioner
Russell seconded the request. Motion to approve carried 7:0.
5) CA-2353: Request for a Certificate of Appropriateness to allow the demolition of a residential
structure.

Location: 245 N. 6 Street (rear of 2210 Laurel)
Applicant: City of Beaumont Building Codes Division
Ms. Ward presented the staff report. Boyd Meier, Building Official, applied for a certificate

of appropriateness to allow the demolition of a residential structure located at 245 N. 6
Street (Rear of 2210 Laurel).
Mr. Meier stated that the structure was tagged on August 1, 2013. The inspection report
states that the structure has extensive deterioration and termite damage. The structure is
leaning severely to the right and buckling in the middle due to severe foundation issues.
Based on the extensive repairs needed, staff is recommending the structure be
demolished. All damaged electrical wiring and electrical fixtures would need to be
replaced. All damaged plumbing fixtures would also need to be replaced.
The house is not listed in the SPARE Beaumont Survey.

Chairman Blazek asked if there were any comments. Ms. McAnally said that the owner is living
in the home, signed for the registered letter but did respond to the City.
Mr. Meier explained the process of tagging structures. Discussion followed between Mr. Meier
and the Commission.
Chairman Blazek made a motion to approve a Certificate of Appropriateness to allow the

demolition of a residential structure at 245 N. 6 Street (rear of 2210 Laurel) as requested in CA-
2353 with the recommendation to City Council that the Historic Landmark Commission believes
the City should pursue the same lien process on residential structures that are demolished as the
process for commercial property. Commissioner Chodzinski seconded the motion. Motion to
approve carried 7:0.
