HomeMy WebLinkAbout11-9-15 HLC Minutes * M I N U T E S * HISTORIC LANDMARK COMMISSION November 9, 2015 City Hall, 801 Main Street, Beaumont, Texas A Special Meeting of the Historic Landmark Commission was held on October 26, 2015 and called to order at 3:43 p.m. with the following members present: Chairman Paula Blazek Commissioner Judy Linsley Commissioner Marty Craig Commissioner Ramona Hutchinson Commissioner Don LaBiche Commissioner B. Eliot New Commissioner Marie Broussard Commission Members absent: Commissioner Jason Cansler Commissioner Thomas Sigee Commissioner LinMarie Garsee Councilmembers present: Councilmember Mike Getz Councilmembers absent: Councilmember-at-Large Gethrel Wright Councilman Claude F. Guidroz Also present: Adina Ward, Planner II; Fran Malvo, Recording Secretary; Anna Varela, Oaks Historic District Code Enforcement Officer APPROVAL OF MINUTES Commissioner Craig made a motion to approve the minutes of the Regular Meeting held on November 9, 2015. Commissioner Linsley seconded the motion. Motion to approve carried 7:0. REGULAR MEETING 1) CA-2570: Request for a Certificate of Appropriateness to build a wooden porch and reconstruct brick steps with wooden railings to match original in front of new wooden porch. Location: 2245 Ashley Avenue Applicant: Flats to Let Ms. Ward presented the staff report. David Bradley, on behalf of Daryl Prejean, is requesting permission to create a front porch at 2245 Ashley, by building a wooden platform over the existing steps. As is common with houses built in this era, the steps lead directly to the door with no landing. This new porch would match the existing posts and roof line. Mr. Bradley would then construct stairs to match the existing stairs in front of the new porch. Wood railings to match the original railings would be installed alongside the stairs. The property is listed in the 1990 SPARE Beaumont Survey. SPARE states that the house was built c. 1938. The house is listed as an example of middle class housing built in Beaumont in the 1930’s. Staff recommended approval of the request. Applicant, David Bradley at 2165 North Street was present and addressed the Commissioners. Chairman Blazek questioned, “How are they proposing to attach the wooden railings and how would they look?” Mr. Bradley responded, “It would be standard size height handrail running back to the house on either side and the handrail running down the steps for safety with a metal post. Mr. Bradley also suggested that they would try and tie it in to give the house some symmetry. Commissioner LaBiche expressed concerns about approving the case without having a picture of what the finished product would actually look like. Discussion followed. Commissioner Craig made a motion to approve a request for a Certificate of Appropriateness to build a wooden porch and reconstruct brick steps with wooden railings to match original in front of the new wooden porch as requested in CA-2570 with the condition that the porch matches the picture provided for CA-2571. Commissioner LaBiche seconded the motion. Motion to approve carried 7:0. 2) CA-2571: Request for a Certificate of Appropriateness to replace decorative metal railings for stairs with wooden railings. th Location: 705 N. 5 Street Applicant: Flats to Let Ms. Ward presented the staff report. David Bradley, on behalf of Swift Properties, LLC, is requesting permission to replace iron railings of four, second floor landings with th wooden railings for the apartment complex located at 705 N. 5 Street. Mr. Bradley would also like to remove the decorative elements between the columns on the second floor. The property is not listed in SPARE. Staff recommended approval of the request. Slides of the subject property were shown. The applicant, David Bradley was present. Mr. Bradley stated that the metal railings were damaged and too far apart and that he is replacing the metal railings with wooden railings for safety reasons and because a child could easily slip through the metal railings. He also stated that he would match the columns with the ones in the photo he provided. Discussion followed. Commissioner LaBiche made a motion to approve the request for a Certificate of Appropriateness to replace decorative metal railings for stairs with wooden railings as requested in CA-2571. Commissioner Craig seconded the motion. Motion to approve carried 7:0. 3) CA-2556: Request for a Certificate of Appropriateness to brick in all of the existing windows on the east side of a house. Location: 2454 Ashley Avenue Applicant: Kevin Wilson Ms. Ward presented the staff report. Kevin Wilson would like to remove 10 windows from the east side of his house located at 2454 Ashley Avenue. He has bricked the openings and plans to fill the joints so as to match the surrounding wall once painted. Mr. Wilson states that the house had too many windows with at least 4 windows in every bedroom. The property is not listed in SPARE. Staff recommended approval of the request with the following conditions: 1. The windows facing Ashley, on the east end of the house, should be put back to match windows on the front of the house, with windows sills to match original. Bricked windows will be stuccoed and painted to blend with the wall and hide patchwork; 2. North portion of west wall shall be bricked, stuccoed and pointed to match east wall; 3. Second story of front façade shall be replaced with Hardiplank, textured to resemble neighbor's siding or bricked to roofline with entire wall stuccoed and painted to match sides. Slides of the subject property were shown. The applicant, Kevin Wilson was present. Mr. Wilson stated that he didn’t receive notice about October’s Historic Landmark Commission meeting and because of that he didn’t get to discuss his case with the Commissioners. Mr. Wilson addressed the Commissioners. Discussion followed regarding keeping the electric bill at a minimum and making the home look harmonious. Commissioner LaBiche made a motion to approve the request for a Certificate of Appropriateness to brick in all of the existing windows on the east side of the house as requested in CA-2556 with the following conditions: 1. Plaster is installed over all the new brick on the house; 2. Reinstall the two (2) windows facing the South of the East side of the house along with the window seals to match the original. 3. Hardiplank siding to match the horizontal siding of the neighbor on the East side of the house. Optional: Apply brick and plaster over the entire front of the house to replace the cedar plank siding and keep the shutters on the front of the house. Commissioner Craig seconded the motion. Motion to approve carried 5:2 (Blazek and New). A second motion was made concerning the West side of the home. Chairman Blazek made an second motion to allow Mr. Wilson to complete the bricking of the West side “bump out” with the conditions that he plasters the brick to match the plastering work that will be done on the East side of the house. Commissioner LaBiche seconded the motion. Motion to approve carried 7:0. DIRECTOR’S REPORT Mrs. Varela distributed the report. Discussion followed. OTHER BUSINESS None. THERE BEING NO OTHER BUSINESS, THE MEETING WAS ADJOURNED AT 5:24 P.M.
