Guidroz Councilmembers absent: Councilmember-at-Large Gethrel Wright Also present: Chris Boone, Director of Planning and Community Development; Adina Ward, Planner II; Raymond Rowzee, Planner I; Fran Malvo, Recording Secretary; Anna Varela, Oaks Historic District Code Enforcement Officer APPROVAL OF MINUTES Commissioner Craig made a motion to approve the minutes of the Regular Meeting held on October 13, 2014 and June 8, 2015. Commissioner Sigee seconded the motion. Motion to approve carried 7:0. REGULAR MEETING 1) CA-2521: Request for a Certificate of Appropriateness to allow the addition of a front porch. Location: 2520 Liberty Avenue Applicant: Noel Jaimes Ms. Ward presented the staff report. Noel James would like to add a front porch to his property located at 2520 Liberty Avenue. The porch would have a flat roof and columns to match the existing pilasters on the house. The porch would be painted to match the house. The property is not listed in SPARE. Staff recommended approval with the following conditions: 1. The columns match the design and scale of the pilasters on the house. 2. The porch columns must meet set back requirements. Slides of the subject property were shown. Applicant, Noel Jaimes at 2520 Liberty Avenue was not present. Discussion followed. Commissioner Craig made a motion to approve the request for a Certificate of Appropriateness to allow the addition of a front porch as requested in CA-2521 with the following conditions: 1. The columns match the design and scale of the pilasters on the house. 2. The porch columns must meet set back requirements. Commissioner Linsley seconded the motion. Motion to approve carried 8:0. 2) CA-2527: Request for a Certificate of Appropriateness to allow a sheet metal storage building in the rear yard. Location: 2030 Ashley Avenue Applicant: Isaias Torres Ms. Ward presented the staff report. Isaias Torres would like to construct a 12’x12’ storage building in his rear yard at 2030 Ashley Avenue. The roof would be flat and the siding would be sheet metal. Mr. Torres’ property is located at the corner of Ashley st Avenue and 1 Street. The proposed storage building would be completely visible from st 1 Street. The City of Beaumont Ordinance states, “Accessory buildings are only permitted in the rear yard and the interior side yard and must be compatible with the scale, shape, roof form, materials, detailing, and color of the main building. Accessory buildings must have pitched roofs. Prefabricated metal accessory buildings are permitted if they are completely screened from view from any abutting street.” The structure will meet none of the requirements. The property is not listed in SPARE. Staff recommended denial of the request. Slides were shown. Ms. Ward stated that the staff recommended denial because there is no place on the st property where a storage building can be placed without it being visible on 1 Street and the structure will meet none of the requirements for a storage building. Commissioner New made a motion to deny the request for a Certificate of Appropriateness to allow a sheet metal storage building in the rear yard as requested in CA-2527. Commissioner Craig seconded the motion. Motion to deny carried 8:0. 3) CA-2528: Request for a Certificate of Appropriateness to allow rain gutters on a house without fascia boards. Location: 2291 Broadway Applicant: Derrick Morgan Ms. Ward presented the staff report. Derrick Morgan is rehabilitating the structure at 2291 Broadway. As was somewhat common, the house was constructed without fascia boards. Rafter ends are visible in this design. The addition of rain gutters would hide this design element. The house is listed in the 1989 SPARE Beaumont Survey. SPARE states that the house was built c. 1925. The house is listed as a rare example of frame-clad Missison-style buildings, and reflects the Southwestern influence on architecture in Beaumont after the second Spindletop boom. Staff recommended denial of the request. Slides were shown. Applicant, Derrick Morgan at 7811 Grove Ridge Drive, Houston, Texas was present. Chairman Blazek questioned if there was a way the gutters can be done above the rafter tips so that they will still be exposed. Ms. Ward stated that this was the first case we have had like this. Discussion followed. Chairman Cansler made a motion to approve the request for a Certificate of Appropriateness to allow rain gutters on a house without fascia boards as requested in CA-2528. Commissioner New seconded the motion with the condition that Mr. Morgan use the lowest profile gutters with the color matching the existing roof that will preserve as much of the open rafter tips as possible to remain visible from the street. Motion to approve carried 8:0. 4) CA-2529: Request for a Certificate of Appropriateness to modify an existing eyebrow roof gable to match the peaked gables to either side. Location: 2485 Hazel Avenue Applicant: David Bradley Ms. Ward presented the staff report. David Bradley, representing The One, Inc., is actively trying to correct a roof leak for the property he represents at 2485 Hazel. Several attempts have been made to repair the roof as is, to no avail. Mr. Bradley’s solution is to add a 3rd peaked gable, matching the 2 to either side. Every effort is being made to ensure the new gable, and its trim, will match the other 2 gables. The house is listed in the 1991 SPARE Beaumont Survey. SPARE states that the house was built c.1938. The house is listed as an interesting manifestation of the Tudor Revival style. Slides were shown. Staff recommended approval of the request. Mr. Bradley was present and addressed the Commissioners. Discussion followed. Commissioner Craig made a motion to approve the request for a Certificate of Appropriateness to modify an existing eyebrow roof gable to match the peaked gables to either side as requested in CA-2529. Commissioner Sigee seconded the motion. Motion to approve carried 8:0. 5) CA-2530: A request for a Certificate of Appropriateness to allow a house to be moved into the Oaks Historic District. Location: 2402 South Street Applicant: Jeffery E. Rollo II Ms. Ward presented the staff report. Jeffery E. Rollo II, owns the vacant lot located at 2402 South Street. Mr. Rollo is purchasing a structure, currently located in Kountze, which he would like to move to his vacant lot. The two bedrooms, one bath house was built in 2012, it is a gabled end cottage with 9, 6 over 6 windows and a decorative front door. The porch stretches across the entire front of the structure. The property is not listed in SPARE. Slides were shown. Staff recommended approval of the request. Applicant was present. Jeffery E. Rollo, II addressed the Commissioners. Discussion followed. Mr. Rollo stated that he would like to move the structure on the property as is. Commissioner Broussard made a motion to approve a Certificate of Appropriateness to allow a house to be moved into the Oaks District as requested in CA-2530 with the conditions that Mr. Rollo meets all requirements of the City including the financial requirements to move an existing home into a neighborhood, the pier and beam heights that are dictated and the appropriate color paint and trim. Chairman Sigee seconded the motion. Commissioner New addressed the Commissioners. Motion to approved carried 5:3 (Blazek, New, Craig). 6) CA-2531: A request for a Certificate of Appropriateness to cover asbestos siding with vinyl lap siding and eliminate some windows. Location: 2415 Angelina Applicant: Kayla Barragan Ms. Ward presented the staff report. Kayla Barragan is remodeling the property located at 2415 Angelina. Mrs. Barragan would like to add new taupe lap siding over the existing asbestos siding. She would also like to replace the existing 8 over 1 windows with 6 over 6 windows while eliminating some of the windows. The number of windows on the front and sides of the house are typical of the style and period of the building. None of these windows should be eliminated. The property is not listed in SPARE. Slides were shown. Staff recommended denial of the request to reduce the number of windows. The applicant was present. Mrs. Barragan addressed the Commissioners. Discussion followed. Commissioner New expressed concerns by stating that the replacement windows should remain the same. Mrs. Barragan stated that the windows are the same size; however, instead of the windows being 8 over 1, they are 6 over 6. The windows are also old and broken and the frame and wood is rotting around them. Commissioner New made a motion to allow replacement of the asbestos siding with new taupe lap siding as requested in CA-2531. Commissioner Craig seconded the motion. Motion to approve carried 8:0. Commissioner New made a motion to deny the request to eliminate windows on the front or sides of the home that is visible from the street. Commissioner Sigee seconded the motion. Motion to deny carried 8:0. Commissioner Broussard made a motion to approve the request to replace the 8 over 1 windows with identical sized 6 over 6 windows. Commissioner Craig seconded the motion. Motion to approve carried 8:0. 7) CA-2532: A request for a Certificate of Appropriateness to replace a front door. Location: 2100 Angelina Applicant: Ricky Pinkston Ms. Ward presented the staff report. Ricky Pinkston has purchased the tagged structure located at 2100 Angelina. The structure was not properly secured as the doors had been kicked in, so Mr. Pinkston purchased new doors to secure the property properly. The house is cottage style, and had a typical cottage style front door with a half light. The new door had no light. Mr. Pinkston was informed he would need to get approval for the new door with a Palladian light, believing it would meet requirements. The property is listed in the 1990 SPARE Beaumont Survey. SPARE states that the house was built c. 1925. The house is listed as an example of smaller middle class housing built in the 20’s and 30’s. Slides were shown. Staff recommended approval of the request. The applicant was not present. Discussion followed. Commissioner Linsley made a motion to approve a request for a Certificate of Appropriateness to replace a front door as requested in CA-2532. Commissioner Blazek seconded the motion. Motion to approve carried 8:0. 8) CA-2541: A request for a Certificate of Appropriateness to replace the decorative wrought iron columns with square wood columns. th Location: 55 N. 5 Street Applicant: Ricky Pinkston Ms. Ward presented the staff report. Ricky Pinkston has purchased the tagged structure th located at 55 N. 5 Street. This duplex has already been before the Commission and approved for demolition. Mr. Pinkston states that he has not been able to locate columns similar to the original decorative wrought iron ones. The original columns have rusted beyond repair, and he would like to replace them with square wooden columns. The property is not listed in SPARE. Slides were shown. Staff recommended approval of the request. The applicant was not present. Discussion followed. Commissioner Hutchinson made a motion to approve a request for a Certificate of Appropriateness to replace the decorative wrought iron columns with decorative iron columns. Commissioner Craig seconded the motion. Motion to approve carried 8:0. 9) CA-2544: A request for a Certificate of Appropriateness to build a new house. Location: 2507 Rusk Applicant: URS Ms. Ward presented the staff report. URS Corporation for the South East Texas Regional Planning Commission has requested a Certificate of Appropriateness to allow the construction of a new house. The property is located at 2507 Rusk Street. The new construction is being done under the Hurricane Ike Disaster Recovery Program. The new house will be of the Craftsman style. The approximately 1,429 sq. ft. house will consist of three bedrooms, two baths, kitchen, living/dining room and a laundry room. The construction methods employed would dictate that the house be constructed on a pier and beam foundation, wood framing, horizontal lap cement fiber siding and 30 year architectural roofing shingles. Windows will have white vinyl frames, and will be of a six over one appearance. The roof will have 6/12 pitch and a front gable. The gabled front covered porch will have tapered columns. Paint and roof colors will be selected by the homeowner from the pre-approved pallet available in the Planning office. The Planning staff recommended approval of the requests, subject to the following conditions: 1. The structure shall be elevated on pier and beam foundation. 2. Parking and ADA access ramp shall be at the rear of the property. 3. Roof overhang minimum shall be 12”. 4. Columns shall be constructed to resemble the Craftsman style. 5. Paint colors shall be selected from the pre-approved selection. 6. Windows should be six over one in appearance. Slides were shown. The representative with URS, Jennifer Mattingly was present but did not comment. Commissioner Craig made a motion to approve the request for a Certificate of Appropriateness to build a new house as requested in CA-2544 subject to the following conditions: 1. The structure shall be elevated on pier and beam foundation. 2. Parking and ADA access ramp shall be at the rear of the property. 3. Roof overhang minimum shall be 12”. 4. Columns shall be constructed to resemble the Craftsman style. 5. Paint colors shall be selected from the pre-approved selection. 6. Windows should be six over one in appearance. Commissioner New seconded the motion. Motion to approve carried 8:0. DIRECTOR’S REPORT Mrs. Varela distributed the report. Discussion followed. OTHER BUSINESS Ms. Ward submitted a color pallete from Sherwin Williams to the Commissioners for them to review and approve at October’. Any questions, concerns and approval of the color palette will be addressed at October’s meeting. THERE BEING NO OTHER BUSINESS, THE MEETING WAS ADJOURNED AT 5:31 P.M.
